- TASK ONE: Develop a draft DD 1391 (MCA Project) in support of USAMMCEs long term mission requirements for potential collocation and combined support with the planned new Regional Medical Center. Assist in preparation of and participate in Corps of Engineers Charette process for vetting of DD 1391 (MILCON Project Data) Specific tasks: * Prepare DD1391 Cover * Prepare and/or coordinate information required for USAG-Kaiserslautern, IMCOM -E and MEDCOM submittal of the DD1391 including the following Tabs: A - Planning and Design B - Supplemental Data C - General Justification D - Economic Analysis E - Furnishings and Equipment F Information Systems H Present Accommodations and Disposition I Real Property Maintenance Data * Support USAMMCE participation in and attend Charette Process meetings (estimated 3-4 day meeting) TASK TWO: Revise the Site Survey previously completed in 2007 and update specific requirements for a potential relocation based on current and future mission requirements to include the following sub-tasks: 1. Update 2007 site survey of USAMMCE; 2. Re-survey current facility and staffing requirements for current workload demand; 3. Re-survey facilities and make recommendations on facility requirements for most effective and efficient operation (New facility requirements must meet force protection and security standards set by Department of Army and DOD); 4. Revise recommendations on staffing requirements for most effective and efficient operation; 5. Revise recommendations for information management requirements for most effective and efficient operations; 6. Review and recommend best practices for providing medical supply chain management and distribution operations (proposal shall not degrade current operations); 7. Review and revise if necessary the time line and plan for movement by phases to an unconstrained location (plan must include a time and phased cost in order to minimize disruption to mission); 8. Provide updated recommendations on the space requirements to move USAMMCEs current functions. (Note - The space requirements need to meet the industry standards under the Association for Healthcare Resource & Materials Management (AHRMM) and Centre for Supply Chain Management (CSCM) and at the same time meet the mission requirements); 9. provide recommendations on what equipment should move to new location(s) versus what should be eliminated or replaced. 10. Coordinate results with KMC DPW, ERMC and IMCOM-E Transformation offices.
