- Questions/rResponses - NC6100090925 Bill of Materials - NC6100090925 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. NC6100090925 is issued as a request for quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-37. All responsible sources may submit an offer which will be considered by this agency. A firm-fixed price award is anticipated from this solicitation. The Consumer Product Safety Commission (CPSC) has a requirement to dispose of approximately 2100 lb Fireworks. The U.S. CPSC is charged with protecting the public from unreasonable risks of serious injury or death from thousands of types of consumer products under the agency's jurisdiction. The CPSC is committed to protecting consumers and families from products that pose a fire, electrical, chemical, or mechanical hazard or can injure children. The CPSC's work to ensure the safety of consumer products - such as toys, cribs, power tools, cigarette lighters, and household chemicals - contributed significantly to the 30 percent decline in the rate of deaths and injuries associated with consumer products over the past 30 years. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Award of this solicitation shall be made to the lowest priced technically acceptable offeror and/or considered most advantageous to the government. In order to be considered acceptable, the offeror must meet the requirements set forth above. An offeror must quote on all items in this solicitation to be eligible for award. The Government will award on an all or none basis. Evaluation of offers will be based upon the total price quoted for all items. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. All offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, contract terms and Conditions Required to implement Statues or Executive Orders-Commercial Items, applies to the acquisition with the following additional FAR clauses: 52-203-6, Restrictions on Subcontractor Sales to the Government with Alternate I, and 52.225-13, Restrictions on Certain Foreign Purchases. Quotes should contain vendor's DUNS and TIN numbers, as well as their contract number. Price quote should be submitted to Sonja Proctor, Contract Specialist, General Services Administration, Federal Acquisition Service, Assisted Acquisition Services, no later than 10:00 a.m., Friday, January 8, 2010, via e-mail:sonja.proctor@gsa.gov with a cc: to marion.williams@gsa.gov. In order to be considered for award, all vendors must me registered in Central Contractor Registration (http:///www.ccr.gov) and the IT Solutions Systems. Any contractor that is not registered at time of award shall not be considered for award.
