- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSTS04-10-Q-CT3006 and is being issued as a request for quote. The TSA has a requirement for the leasing of warehouse space in the Dallas, Texas, area that is between 100,000 and 120,000 square feet. The TSA intends to lease this warehouse space for a base period of two years, beginning approximately February 1, 2010, with three one-year option periods thereafter. All responsible sources may submit a quotation which will be considered by the agency. Submission instructions can be found in Part III of the attached Solicitation for Offeror. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer as requested in the Solicitation for Offerors (see attached). As required in the Solicitation for Offerors (SFO) Short form, the price for the base period and each option period shall have a GSA Form 1217 and 1364 associated with each. In addition, the chart showing the Contract Line Items shall also be completed in the SFO Short Form to reflect the total rent price for the base period and each option period. Price is significantly more important than all other technical factors. An award will be made to the lowest priced offer that meets the minimum technical requirements. The evaluated price will be the total proposed price for rent and common area maintenance for the two-year base period and three one-year option periods combined. Answers to all questions will be posted in the form of an amendment to this solicitation. Quotations are due to Sandra K. Oliver, Contract Specialist, via email at Sandra.Oliver@dhs.gov no later than 4:00 p.m. EST on January 7, 2010. Mailed proposals are not acceptable.
