- 10-R-0023, Technical Requirements 10-R-0023, Estimated usage THIS IS NOT A NOTICE OF RFQ ISSUANCE. THIS IS A SOURCES SOUGHT ANNOUNCEMENT UNDER SOLICITATION NUMBER FA8601-10-R-0023 AND REQUEST FOR CAPABILITIES PACKAGES. THIS EFFORT IS CONSIDERED COMMERCIAL IN NATURE AND ANY RESULTANT CONTRACT WILL BE AWARDED IAW FAR PART 41. PLEASE NOTE THE SUSPENSE DATE FOR SUBMISSION OF CAPABILITIES PACKAGES IS NO LATER THAN 2:30 PM EST on 20 JANUARY 2010. The 88th Contracting Squadron is contemplating an acquisition of deregulated electric generation services for Wright-Patterson Air Force Base, Ohio. The delivery point for such power shall be that point on the electrical system at which the Dayton Power and Light Company takes possession of the electricity for final delivery of the electricity to the meter(s) of the specific facilities on Wright-Patterson Air Force Base in Ohio. Wright Patterson Air Force Base is in many measures the largest, most diverse and organizationally complex base in the Air Force. Missions range from acquisition and logistics management, to research and development, education, flight operations, and many other defense related activities. It has a workforce numbering approximately 25,000 people, making it the fifth largest employer in the state of Ohio, and the largest employer at a single location. All interested firms who are an alternative generation supplier for the Dayton, Ohio, area, should respond with their company name, address, and point of contact phone number. Responding parties must also indicate their size status in relation to the applicable North American Industry Classification System (NAICS) code 221119. Sources should identify and address if they are a large, small, 8(a), woman owned, Hub zone, or otherwise classified as a small disadvantaged business in their responses. A firm is small if, including its affiliates, it is primarily engaged in the generation, transmission, and/or distribution of electric energy for sale and its total electric output for the preceding fiscal year did not exceed 4 million megawatt hours. CAPABILITIES PACKAGE: All interested firms should submit a capabilities package that outlines their firm's capabilities to provide the required service in accordance with the attached technical requirements. Estimated usage is also attached for your consideration. The capabilities package should include enough information on a firm's proposal in order for the Government to determine if it meets the minimum technical requirements.
