Bell Street, Bldg CM3, Room 425, Arlington, VA 22240-5291. Description The Business Transformation Agency (BTA) is conducting market research for the Federal Voting Assistance Program (FVAP) program for commercial off-the-shelf (COTS) product with online templates or forms which will (1) assist military and overseas voters to register to vote, (2) request an absentee ballot, and (3) receive a blank ballot. In support of our market research efforts, we request rough order of magnitude (ROM) costs for this COTS product and associated online templates or forms that would include the following features: -- A state-specific online wizard to complete the Federal Post Card Application, asking the user all applicable state questions, automatically filling out the form for the voter with the answers given, and then allowing the voter to print it out, and giving complete instructions for submitting the FPCA to the correct local election official. -- A state-specific online wizard to receive and mark online a complete ballot, specific to that voter's jurisdiction, with all federal, state and local candidates and ballot initiatives, and then allowing the voter to print it out, and giving complete instructions for submitting the ballot to the correct local election official. -- Provide standard technical and functional support for the system for a 10 month period. This is not a request for proposals. Please do not submit proposals at this time. All information received from this notice will be used for market research purposes only. The Government does not intend to (1) award a contract on the basis of these responses, (2) pay for the preparation of any information submitted or use of such information, and (3) pay for any follow-up information requests. This request does not obligate or restrict the Government to release a solicitation or award a contract. Proprietary data will be protected when so designated. Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately. Submittals will not be returned to the sender. Respondents will not be notified of the results of the evaluation. The BTA and FVAP would appreciate vendor input to this request for market research by Jan 11, 2010. Please provide your ROM costs by the system elements described above for the following states: Texas, Washington, Wisconsin, and Connecticut (these states were randomly chosen to represent large, medium and small states, and to provide the same basis for comparison among respondents).
