Description
NASA/GSFC intends to issue a sole-source bridge contract to Muniz Engineering Inc.(MEI) pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support of NASA'sGoddard Space Flight Center (GSFC) Applied Engineering and Technology Directorate (AETD)for Electrical Systems Engineering Support (ESES)procurement. This procurement will provide a bridge contract for a period of up to 18 months fromFebruary 5, 2010 through August 5, 2011, to allow sufficient time to finalize contractaward activities associated with the ESES procurement.This bridge contract will be aCost Plus Fixed Fee (CPFF) Indefinite-Delivery Indefinite-Quantity (IDIQ) type contractand the anticipated working. This bridge contract is necessary in order to ensure program continuity and criticalmission support and to avoid significant technical and programmatic impacts to GSFC. The Goddard Space Flight Center has the responsibility for planning and managing tasksassignments to perform services in all aspects of mission and instrument development andimplementation for components, subsystems, systems, science instruments, observatories,launch, ground system, spacecraft, and suborbital craft (e.g., aircraft, soundingrockets, UAVs, balloons), including attached shuttle or Space Station, payloads,free-flying spacecraft, suborbital craft payloads, and Space Station payloads as well asground support equipment, simulators, non-flight models, and prototypes; candidate,feasibility, and systems definition studies; project management; systems engineering;analysis; preliminary design; detailed design; non-flight fabrication; assembly;integration; test and verification; test instrumentation; data systems management; launchand post-launch operations; research and technology unique to system development;documentation; maintenance; sustaining engineering; configuration management; missionassurance; architectural trades, performance, cost, risk assessment, and systems safetyin the AETD and supporting directories. These requirements depend on the in-depthknowledge of NASA GSFC's systems, management structure, and personnel.An interruption and restart of those tasks, with a new contractor for a limited timeuntil the ESES contract is awarded, would greatly jeopardize the success of NASA's GSFC'simplementation of critical and highly visible Agency programs.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to YOLANDA WILLIAMS, via email at Yolanda.A.Williams@nasa.gov or fax to301-286-1720, (email preferred), not later than 4:30 p.m. Eastern Standard Time (EST) onDecember 28, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
