Description
Program Management and Integration Services Industry Day (U.S. General Services Administration (GSA) Vendors Only) and Sources Sought Synopsis The United States Department of Energy, Office of the Chief Financial Officer (CFO) will be hosting an Industry Day for firms interested in possibly proposing support for continued work on the implementation and improvement of DOE's iManage Program. The Industry Day Event will be held on Thursday, January 14, 2010, from 10:00 am to 2:00 pm EST at the Department of Energy Corporate 270 facility in Germantown, Maryland. The event will be held in Room 1005 at 20300 Century Boulevard, Germantown, Maryland, 20874. Only firms with approved GSA Schedule contracts are invited to attend. Indication of interest will NOT qualify as registration for the event. Firms must RSVP (register) to Warren Huffer (Warren.huffer@hq.doe.gov) by no later than 5:00 pm EST on Friday, January 8, 2010, if they wish to attend. To register, please email your name, company name, address, phone number, and email address to Mr. Huffer. The subject line should read: 'Industry Day Registration'. Firms are restricted to no more than two representatives. Vendors must have an approved GSA MOBIS Schedule. Follow-up contact will be made after the Industry Day with vendors that have interest and capabilities to obtain additional information, as necessary. The Department of Energy will be making an oral presentation to registered attendees. During the Industry Day, information about this requirement will be provided and questions will be solicited from the vendor community. Questions and comments may be submitted IN WRITING ONLY either via email in advance of the event, or at the event. Vendors are also encouraged to submit comments and questions on DRAFT Statement of Objectives/Work prior to the Industry Day. Please submit questions and comments in a Word document to Albert.manley@hq.doe.gov. The Government reserves the right to group relevant questions together, consolidate answers to questions received, and refrain from answers to inquiries involving pre-decisional information or that are deemed not relevant to the requirement. This is a sources sought announcement to seek potential vendors that could fulfill the requirements in the Draft Statement of Objectives/Work. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME AND REQUESTS FOR SOLICITATION PACKAGES WILL NOT RECEIVE A RESPONSE. The acquisition is anticipated to be for a 24 month base period with three (3) 12 month option periods. To receive a copy of the Draft Statement of Objectives/Work for this effort, please email your request to Kyle Martel at kyle.martel@hq.doe.gov or Albert Manley at albert.manley@hq.doe.gov. This Sources Sought Synopsis is in support of market research being conducted by the Department of Energy to identify potential sources for implementation and improvement of DOE's iManage Program. RESPONSE: Responses must reference the Sources Sought Number and include the following: (1) Name and Address of the Organization, (2) GSA Schedule Number (including the GSA Schedule number for any potential teaming partners if known), and status of the company as listed under www.ccr.gov, (3) Vendor point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Organizations responding to this market survey should keep in mind that only focused and pertinent information is requested. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Taking into account the magnitude of the scope of this project, organizations also should address the capacity of their financial infrastr ucture to coordinate and deliver contract performance. Although no geographic restriction is anticipated, if responding organizations are located outside the Washington Metropolitan area, indicate how the organization would coordinate with the Department of Energy Chief Financial Officer program office located in Germantown, Maryland to provide support. (6) List of three references of similar types of services that have been previously provided to include contract number, description of service, dollar value, name and phone number of customer-must be relevant to the requirement and be within the last three years. The Government will evaluate market information to ascertain market capacity to 1) potentially provide the Program Management and Integration Services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) potential capacity to secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) potential capability to implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel; and risk mitigation; and 4) potential to provide services under a performance based service acquisition contract. Due date for Capability Statements or Questions is January 08, 2010, by 5:00 pm EST. No telephone inquiries or responses will be accepted. THIS SOURCES SOUGHT IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENT WILL NOT BE NOTIFIED OF THE RESULTS OF THE REVIEWS. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE.
