Description
This is a combined synopsis/solicitation (planning) for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Funding for this requirement is not currently available. This is a planning solicitation. Discussions with offerors will be delayed until funding is available. Proposals shall be valid for a minimum of 60 days. This announcement constitutes the solicitation. The duration of the contract is as follows: 12 month base plus 4 option periods (12 months each). The anticipated period of performance for the 12 month base year is 28 Jan 2010- 27 Jan 2011 ; option year one 28 Jan 2011- 27 Jan 2012; option year two 28 Jan 2012- 27 Jan 2013; option year three 28 Jan 2013- 27 Jan 2014; option year four 28 Jan 2014- 27 Jan 2015. The NAICS Code is 238220 with a size standard of $14 Million. The reference number is 0MJ0C101. This requirement is for preventative and remidial maintenance of has wet and pre-reaction fire sprinkler systems, pull boxes, horn strobes, smoke detectors, fire dampers, air handler relays and an alarm panel along with separate hand held fire extinguishers located throughout the building. The place of performance is Defense Microelectronics Activity (DMEA), 4234 54 th St, McClellan, CA 95652. The taskings are outlined in SOW, Preventive, Remedial/Emergency Maintenance Service Supporting DMEA's Fire Protection Systems 24 Nov 09. All work performed shall be compliant with the California Code of Regulations-Title 19, Division 1, Chapter 5: (1) Sprinkler and Pre-Reaction Systems: An authorized Siemans technician shall perform quarterly inspections, testing, and flushing service as required by the California Code referenced above. (2) Handheld extinguishers. DMEA has approximately 60 handheld fire extinguishers. The contractor shall service and certify all the DMEA fire extinguishers annually to include any required hydrostatic testing and recharge as required. All tags shall be marked with the certification date. (3) Fire Alarm System: The contractor shall inspect, test and service the proprietary Siemans alarm system and connected devices quarterly as required by the California Code referenced above. Testing includes checking of all zones (sensors) in each area to ensure they function properly and is displayed on the alarm panel when in the fault mode. Remedial/Emergency : The contractor shall perform remedial maintenance, including replacement of worn relays, air compressors, sensors, electronic circuit cards and similar non-PM repair actions. Over-and-Above Work: Over-and-above work could include modifications or additions beyond normal maintenance activities (such as adding horn/strobes, adding new relays, etc.). These work requirements can be generated by the DMEA Facility Team or by the contractor recommendations to improve system operation and reliability. Emergency Quotes and Work Order Authorization: In case of emergencies, the contractor's response technician shall have the authority to provide a verbal, not to exceed time and material quote for emergency repairs 24-hours-a-day, 365 days per year. Emergencies are as defined by Contracting Officer. Work order documents and numbers and government approvals may be verbal so as to allow immediate repair and the signed DMEA Form 500 shall be provided the following workday. The contractor shall provide DMEA 24 hour, 365 days per year contact number(s) for service technician(s). Contractor Personnel Qualifications : The technicians shall be thoroughly familiar with the operation, maintenance and repair of equipment hardware and controls used on DMEA fire suppression systems. Response Time: Remedial (emergency & non-emergency) maintenance services response time shall be determined based on whether the problem prevents system operation that would impact life or safety. Work shall be completed within the time frame identified and accepted in the contractor's quote. Failure of the alarm panel or sprinkler system would be considered an emergency and requires a 2 hour response time or less by the service technician 24/7. Invoices and Service Reports: The Contractor shall, within 3 working days of each preventative maintenance visit, provide a service report to the COR. The report shall include notification of any deficiencies identified and any further repairs recommended. If further repairs are recommended, the contractor shall provide a quote for the additional remedial maintenance or over-and-above work to the COR. Code Compliance: The contractor shall abide by the State of California's latest building code for all work, including National Electrical Code and National Fire Protection Association (NFPA) standards. DMEA will inform the contractor of any work accomplished under this SOW that is found by DMEA, or DMEA third party certified professional inspectors that does not meet code. DMEA hires a professional engineering firm to conduct code compliance visits as part of an annual safety inspection. Code compliance issues shall be reviewed by the contractor's service manager and corrected promptly at no additional cost to DMEA. Code compliance shall be checked against codes in place at the time of installation. COR acceptance of the work does not relieve the contractor of the contractor's responsibility for code compliance. Maintenance Schedule: All PM work must be scheduled in advance (minimum two working days) with DMEA to ensure there are no conflicts. PM and non-emergency repair work must be scheduled for Friday (every other Friday 0630 -1500). Work Restrictions: As a DoD facility, all contractor personnel on-site must be US citizens. The DMEA facility is access controlled and all personnel are required to have a background check in advance of working at the site. Proposal Requirements: Contractor proposals shall specifically address the following areas: Technical Approach : a. Describe the subcontractors/internal team to fulfill the SOW requirements. b. Describe how 24/7 emergency service shall be provided. c. Provide a minimum of three references (including company name, address, points of contact and telephone numbers) were company technicians or subcontractor team members provide service on fire alarm, fire sprinkler and fire extinguisher systems. d. Service Technician Qualifications: Provide a list of technicians along with each proposed staff member's specific qualifications/training. Cost. Detail cost listed for PM services for each of theses areas: Fire Alarm system, fire sprinkler system, fire extinguishers. SELECTION CRITERIA: The proposals will first be evaluated on a pass/fail basis on their ability to meet all PWS criteria. It is the government's intent to award on an all or none basis. Award will be made to the lowest responsive, responsible offer submitted in response to this requirement. The following FAR clauses apply: 52.212-1, Instructions to Offerors - Commercial; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial Items. DFARS clause 252.212-7001, Contract Terms and Conditions required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. DPAS Rating is S10.
