Description
The Naval Air Warfare Center Aircraft Division, Lakehurst intends to procure Engine Transportation Trailers in support of the MV-22 and CV-22 Osprey Aircraft at the Organizational Level of Maintenance. Note: for the purposes of this announcement, the Engine Transportation Trailer shall be referred to as the “trailer”. The trailer provides a means to transport major aircraft components such as the proprotor, tiltaxis, and midwing gearboxes, the auxiliary power unit, and proporotor blades. The required basic quantity is one (1) First Article Test unit and sixteen (16) additional production units. The initial First Article Test (FAT) unit shall be presented for testing and inspection no later than 120 days after contract award. Upon approval of the FAT unit, a total of sixteen (16) production units will be ordered in the base year, with 103 units to be ordered over four (4) option years. The base year production units are to be delivered within eight (8) months after First Article Test acceptance, and any production units ordered under an exercised option are to be delivered within eight (8) months after the exercise of option. The trailers shall meet the requirements of Navy shipboard environments as well as all logistics documentation to support the Navy’s maintenance and training philosophy. The Government is soliciting on a competitive, Small-Business Set-Aside basis for a Firm Fixed-Price type contract that will be open to all prospective certified Small Business offerors. Proposals received will be evaluated under the factors of Technical, Past Performance and Price. All trailers will be packaged in accordance with Technical Order (TO) 00-85-20, Figure 6-9 – Shipment of Engine Transportation Trailers. Delivery shall be FOB Destination. The solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil. Select “Business” then “Doing Business With Us” and “Open Solicitations”. Hard copies of the solicitation and amendments will NOT be mailed to the contractors. The Government will not accept electronic proposals.
