Description
Solicitation Number/Title: FA8201-10-R-0014 / Automated Material Tracking System Support Synopsis: The 75 th Contracting Squadron intends to issue a Request for Proposal (RFP) solicitation to acquire technical services for the Automated Material Tracking System (AMTS) that supports Hill Air Force Base (HAFB) and the various Air Logistics Centers (ALCs). These services include, but are not limited to, providing knowledge management, data capture, data communications, and data management to improve system operations and material accountability at HAFB and other Air Logistical Centers across the Air Force. This effort capitalizes upon the development work already accomplished in previous phases. This requirement is a 100 percent small business set-aside. Proposals submitted by other than small business concerns will not be accepted. The NAICS code is 541511 and the size standard is $25.0 million. The estimated period of performance is April 1st, 2010 through March 31, 2011 with provisions for two 1-year option periods. This contract, including options, is estimated at $2 million. Solicitation RFP FA8201-10-R-0014 is scheduled for release on or about December 28 th, 2009 with a January 31 st, 2010 closing date. *****The release of this solicitation has been delayed until on or about January 8th, 2010.***** The solicitation will be available for downloading on the Federal Business Opportunity website at www.fedbizopps.gov. Prospective Offerors must be registered in Central Contractor Registration (CCR) to be eligible for award. Registration requires applicants to have a DUN and Bradstreet Number and Tax Identification Number (TIN). Offerors shall use the Online Representations and Certifications Application (ORCA) at http://orca.bbp.gov to complete/update company information as appropriate and will not be required to submit representations and certifications with their proposals. Background: The Automated Material Tracking System (AMTS) provides in-transit inventory tracking and accountability between Defense Logistics Agency (DLA) depot supply and ALC depot maintenance activities. AMTS is designed to replace paper document control within the parts delivery process. AMTS generates bar-coded manifests, Radio Frequency Indentification (RFID) tag capability, and/or other Automated Identification Technology (AIT) methods defined by the customer. This enables automated tracking of materials issued by DLA, tracking of depot customer receipts, and provide for time of performance tracking of events during the requisitioning process. Basic Requirements: The services shall be provided by experienced, highly qualified, skilled, and fully trained professionals. This dedicated workforce will have experience with database development, web development, software engineering, software validation & testing, and other Information Technology (IT) related disciplines. The scope of this effort requires that this workforce provides business process improvement support that includes all activities involved in helping improve customer data systems through business processes. This can include rethinking program design and aligning information technology infrastructures with business missions, goals, and objectives.
