- RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY THIS IS NOT A SOLICITATION FOR BIDS. Using Recovery Act funding, the General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Service (AAS) intends to purchase on behalf of the Indian Health Service, the services identified below. This action will be accomplished through competition under the Alliant Small Business Government Wide Acquisition Contract (GWAC). Using the GSA's ITSS system, all Alliant SB vendors will be solicited and allowed to participate. ONLY ALLIANT SB VENDORS WILL BE SOLICITED. Contract clauses required for projects involving Recovery Act funds have been incorporated into the Task Order. The primary objective of this contract is to assist the IHS in enhancing clinical performance assessment by providing the requirements analysis and development of an up-to-date tool for federal and tribal hospitals to use for collecting data needed for submission to the CMS for their annual payment update. Currently, the CMS Report is several versions out of date with the CMS Specifications Manual. The scope of the work includes the following types of activities related to requirements identification and management and software development: Subject matter expertise in CMS quality measures to identify functional requirements Healthcare-specific data analysis and logic design Requirements coordination and change management Systems analysis RPMS MSM/Caché server design and programming services Testing and quality assurance The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using Recovery Act Funds, including compliance with the Federal Acquisition Regulation, and the maximum extent practicable, making Fixed Price (FP) awards using competitive procedures. However, the Office of Management and Budget guidance allows for the use of other than FP contracts. A Time and Materials contract type is contemplated giving the contractor the greatest incentive for efficient and economical performance given the specific requirements
