- The U.S. Agency for International Development (USAID), Bureau for Economic Growth, Agriculture & Trade, Office of Education (EGAT/ED) plans to award two Indefinite Quantity Cost-Plus-Fixed Fee contracts which will provide services and technical support related to FORECAST-Participant Training (FORECAST-PT). It is anticipated that USAID will award to one large and one small business. However, this does not obligate the Government to make such awards. Anticipated release date for the Request-For-Proposal (RFP) will be in January/February 2010. The approximate maximum dollar value is expected to be $242,000,000. Over the last several years, EGAT/ED has continued to support the integration of targeted, results-oriented Participant Training interventions into Missions' portfolios across all regions and sectors. Through region-wide and Mission-specific task orders, the EGAT bureau has offered an expanded array of turn-key Participant Training services to USAID Missions and bureaus to provide them with access to experts in training design, implementation, monitoring, evaluation, follow up, and related services that contribute to the achievement of assistance objectives through the enhanced skills, knowledge, and attitudes of host country nationals in their professional or work settings. Participant Training has long been a key component of USAID development efforts. Technical training, higher education, workforce development, youth programs, and leadership development strengthen the capacity of individuals, promoting greater sustainability and effectiveness of all USAID assistance. Contractors will be expected to provide expertise in Participant Training design and implementation in any country where a task order to which they respond is initiated. Contractors may be requested to set up an in-country or regional office to provide these or other services with local staff managed by a Host Country National or an Expatriate, utilizing indigenous organizations or other organizations, as deemed appropriate by the sponsoring unit (via either individual sub-contracts or sub-grants). Contractors may also be requested to provide services and interventions without an in-country or regional office. The Contractor will augment its staff with consultants and other experts, partnering with other organizations as necessary, to fulfill the requirements of the Task Order scope of work. FORECAST II - PT contractors must perform in a timely, responsive fashion to all sponsoring unit requests in accordance with task orders. The RFP will be posted on FEDBIZOPPS web page ( www.fedbizopps.gov ) not less than 15 days after this notice is issued. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the solicitation will be disregarded without notice to the requester. No phone requests will be accepted and no solicitation will be available for pick-up.
