- Description
- The Program Manager, Training Systems, Marine Corps Systems Command, Orlando, FL desires to increase, without full and open competition, the contract ceiling of contract M67854-06-C-8051, awarded to Cole Engineering Services Inc. (CESI), 3361 Rouse Road, Suite 215, Orlando, FL 32817-2136. This action is to increase the current ceiling by $4.9M from a total contract amount of $29.6M to a new contract amount of $34.5M. The current contract was a sole-source award to CESI, due to their unique technical knowledge and experience for the continued development and initial delivery of the Combined Arms Command and Control Trainer Upgrade System (CACCTUS). CESI's ongoing experience and intimate knowledge of the CACCTUS system and it's many components makes it's solely qualified to meet rigid FY10 programmed deliveries. The object of this modification is to complete development, design, integration, and test efforts to meet system capability and training requirements as defined in the Increment I CACCTUS Capabilities Design Document (CDD). This includes the development and delivery of CACCTUS version 5.2 in October 2010. Version 5.2 includes integration of and modifications to OneSAF version 3.0.6 as well as integration and fielding of a new 3D viewer, additional C4 integration, CACCTUS specific GUI enhancements, updated terrain databases and a host of other enhancements to functionality. This effort also requires the developer to complete initial equipment delivery to the remaining three sites (Camp Pendleton CA, MCB Hawaii, and Okinawa Japan). The contractor will integrate, test, and deliver to all three sites, a CACCTUS system with current versions of the CACCTUS software. Contractor will also deliver and install version 5.2 to all five sites once approved by the government. Delivery schedule and locations will be determined during IPT sessions following contract modification; however all deliveries must occur within the current period of performance, ending on 26 July 2011. A follow-on contract for further development in order to meet Final Operational Capability (FOC) and sustainment of the system is anticipated in FY11 using full and open competition.
