Description
NASA/GSFC has a requirement for a single beam, non-scanning, long range, highfrequency, full waveform lidar.NASA/GSFC intends to purchase the item from Riegl USA, Inc. The lidar will be used inconjunction with other scientific instruments in order to observe vegetation structureand functions.The item is required to provide wave form digital signal processing thatenables precise distance measurements for complex multi-target situations under badvisibility conditions. This item is required to remain reliable when exposed to harshenvironmental conditions and vibration. Refer to required specifications below:IEC and ANSI Class 1 Eye safe infrared beam (single beam, non-scanning)Programmable, multi-mode operations of varying speeds and range for sampling ofvarious plant canopies, i.e., corn and forest, from different platforms (tripod andtower, respectively).Digitized echo signal and full-waveform analysis capability for flexible dataacquisition and rapid data processing.Ability to record up to 5 multiple targets or full-waveforms from vegetation, inorder to characterize multi-layered plant canopies.100, 2500, and 10000 Laser shots per second data acquisition rates with a maximumrange of up to 2400 m and typical accuracy of 20 mm.This is needed to determine theaccurate position of plant elements within canopies. TCP/IP and RS232/RS422 ports are required for fast and versatile outputconfigurations.12 -28 VDC power input for use with batteries in remote field locations.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon January 13, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
