Description
RECOVERY ACT PRE-SOLICITATION NOTICE FOR ROOF AND ENERGY REPAIR AND ALTERATIONS PROJECT, LOCATED IN CHARLESTON, WV, SOLICITATION NO.: GS-03P-10-CD-C-0015. This project is an American Recovery and Reinvestment Act project. The United States General Services Administration has a requirement for the selection of a quality contractor for the "Recovery": Roof and Energy Repair and Alterations project for the Robert C. Byrd Courthouse in Charleston, West Virginia. This project is to be awarded as a firm fixed price contract. The work includes but is not limited to the following: provide all supervision, labor, materials and equipment necessary to remove and replace existing roof, installation of roof-supported photovoltaic panels, replacement of existing lighting with LED type fixtures and modification to existing mechanical system to provide further energy and cost savings. The Robert C. Byrd U. S. Courthouse was selected for its potential energy generation capacity. This project will have a positive savings-to-investment ratio; it will enhance the resilience and security of the building/facility by providing an additional source of power to meet the building/facility's needs while reducing the reliance on local utility providers. As part of a long-term plan to maintain and modernize government owned facilities, the General Services Administration (GSA) intends to procure construction services outlined within the scope of work intended for this site. This project will enhance the ability of the GSA to move closer to achieving goals outlined in the Energy act of 2007 that include new standards for promoting energy efficiency in government buildings. Consequently, the award of this project will assist in the overall goals of stimulating the economy and creating jobs. The estimated cost of construction is between $1,000,000.00 and $5,000,000.00. Award will be a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors. Upon receipt and evaluation of all technical and price proposals, a formal selection of a firm will be made that offers the greatest value to the Government based on a combination of technical evaluation and price factors. Failure of offerors to submit a technical offer will preclude further participation on this acquisition. Award may be made without discussions. The technical evaluation factors for the evaluation process are, in descending order of importance: 1.Past Performance, 2. Management and Key Personnel Qualifications, and 3. Technical and Organizational Approach. The NAICS code applicable to this project is 236220. This procurement is being solicited on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program. A Pre-proposal conference will be held at the Robert C.
