- REFERENCE: C-20 Engineering Services Support (ESS) Contract Request For Information (RFI) INTRODUCTION: The 727th Aircraft Sustainment Group located at Tinker AFB, Oklahoma is requesting information and conducting market research to determine if there are potential sources which have the capabilities to provide Engineering Services Support (ESS) for the C-20 aircraft. This RFI is for planning and market research purposes only and should not be considered as a request for proposals or as a solicitation to do business with the Government. DESCRIPTION: (a) The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. (c) Resources necessary will include proprietary design, modification and production data, and material support. Also required are company personnel with specialized skills such as aerodynamics, structural and electrical design, stress analysis, corrosion inspection and analysis, jet engine engineering, maintenance planning, non-destructive inspection, technical writing, and access to Designated Engineering Representative (DER) and Designated Alteration Station (DAS) authorities. Additional requirements include the performance of aircraft repair, maintenance, inspections, and modifications that can be accomplished concurrently with Engineering Assignments (EAs) or drop-in warranty work. In addition to the unique requirements of this highly visible program, the Government has only limited rights in the data for the aircraft from the Original Equipment Manufacturer and therefore will not be able to provide data to interested sources. There is no solicitation package available at this time. Responses to this RFI must at a minimum be able to describe your capabilities and provide a brief synopsis of your ability to meet either all or a portion of the requirements described herein. Recommendations regarding the potential breakout of this requirement will be considered for preliminary planning and market research purposes. For information purposes assume the effort begins on 1 January 2011 and runs through 31 December 2021, a one-year basic contract with nine one year options.
