- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. Solicitation number F1UT609364A001 is hereby issued as a request for quote (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12, 4 August 2006. DESCRIPTION OF REQUIREMENT: CLIN 0001: Quantity one (1) Lump Sum The contractor shall provide Propane with delivery Services to designated sites as prescribed in the Performance Work Statement and in accordance with the bid schedule. SUBMISSION OF INVOICES In accordance with FAR Clause 52.212-4(g) the contractor shall submit all invoices electronically utilizing Wide Area Workflow (WAWF). Procedures for using WAWF are found in DFARS Clause 252.232-7003 Electronic Submission of Payment Requests. PERFORMANCE WORK STATEMENT Services Non-Personal: Contractor shall furnish all plant, transportation, personnel, equipment, and materials necessary to perform all operations in connection with supplying and transporting liquid propane and refueling seven remote seismic sites in the Alaskan Long Period Array (ALPA). DESCRIPTION OF WORK 1. The contractor shall provide 700 gallons of propane or fill the underground storage tank at each ALPA site to within 80% capacity, whichever is less. 2. The contractor shall provide the Propane fuel with Anhydrous Methanol (99.85% pure) premixed at a rate of 96 ounces per 500 gallons (0.15%). 3. The contractor shall transport the propane to ALPA sites A, C, D and E using roads and trails indicated. (the sites are directly cross-referenced, i.e. A is 1, B is 2, C is 3). The contractor shall transport the propane to drop off points as indicated for ALPA sites B, F, and G. All roads are traversable by two- or four- wheel drive vehicles, depending on ground conditions. Trails to the sites are traversable by all-terrain vehicles and four-wheel drive vehicles, depending on ground conditions. Roads are rough and unimproved, level to steep grades, rocky soil to dirt. 4. The contractor shall provide a standard refueling vehicle to the following locations: sites A, C, D, & E; approximate mile 39, Steese Highway for site B; approximate mile 15, Elliot Hwy for site F; and approximate mile 23 Elliot Hwy for site G. It will be capable of performing the required refueling and no special purpose vehicles are needed. For site B, the contractor shall provide two high capacity propane tanks, capable of being fitted in the bed of a pick-up truck. For sites F and G, the contractor will provide four (4) Trinity 100-gallon horizontal propane tanks that have a multi service valve with liquid withdrawal, to be utilized at each refueling. Tanks must remain fixed to sleds at all times without the need for lifting to drain all fuels. Standard size tank is 24" outside diameter; 5' 7" long; 2' 9 7/16" high (legs to cap); 10 5/8" between legs; Pairs are 3' apart (front to back). The contractor shall also provide pump, all hoses, adapters, etc. and qualified personnel to complete the transfer of fuel at all sites. Contractor-provided tanks will meet Department of Transportation 51 specifications. 5. Detachment 460 will provide transportation from the drop-off points to sites B, F, and G for all fuel and equipment to perform the transfer. Det 460 will provide two four wheel drive trucks for transport of propane to Site B, and four (4) snow machines/ATVs and four (4) trailers for sites F, and G. 6. The contractor shall provide a fully qualified vehicle operator for their transport vehicle to sites or drop-off point. The contractor shall certify the operator's qualifications and accept responsibility for the operator's actions. The contractor will provide transportation for sites F, and G. 7. The contractor shall be responsible for any damage to the roads and restoration should any damage occur. The sites are on federal, state, borough or private land, therefore care and concern must be given to the roads. 8. Det 460 will provide the contractor access to the propane tanks. The contractor shall coordinate each trip with Det 460. 9. The contractor shall transfer fuel from the delivery vehicle into the site fuel tanks at sites A, C, D and E. For site B, the contractor shall transfer fuel from the delivery vehicle into the tank in the truck bed at Mile 39, Steese Hwy. After Det 460 transports the fuel to site B, the contractor shall transfer it from the truck bed tank into the site tank. For sites F and G, the contractor shall transfer fuel from the delivery vehicle into portable 100-gal tanks at the specified drop-off points. After Det 460 transports the fuel to the sites, the contractor shall transfer fuel from the portable tanks into the site tanks. The contractor shall also transfer anhydrous Methanol into all site fuel tanks. All transfers are as specified by the bid schedule. 10. Upon completion of the fuel transfer, the contractor shall provide and install new caps on the fill valve, vapor valve and pressure relief valve, as required, for each tank. 11. The contractor shall test, identify, and repair any fuel leaks found in the tubing, fittings, connections, etc. The contractor shall replace any pressure gauges on tanks as required. The inspections will be limited to the tank tower. The contractor personnel on site shall determine the severity of any leaks. If corrective action requires the fuel to be shut off, and an emergency condition does not exist, coordination with Det 460 and contracting will be made prior to any repairs being completed. 12. The contractor shall test sacrificial anodes using contractor owned equipment. A report will be provided to Det 460 personnel identifying status of the tanks, expected remaining life of anodes and recommended course of action. Effective for all seven sites. 13. Site coordinates are as follows: A - 65o 03' 55" N Delivery point is the site 147o 33' 50" W B - 65o 11' 40" N Delivery point is Mile 39, Steese Highway 147o 33' 50" W C - 65o 01' 43" N Delivery point is the site 147o 11' 46" W D - 64o 54' 36" N Delivery point is the site 147o 26' 47" W E - 65o 56' 41" N Delivery point is the site 147o 51' 34" W F - 65o 05' 58" N Delivery point is Mile 15, Elliot Highway. 148o 00' 15" W G - 65o 14' 00" N Delivery point is Mile 23, Elliot Highway. 147o 44' 36" W 14. The contractor is responsible for adherence to all applicable laws, rules, and regulations concerning the transportation of propane over public roads. Det 460 personnel are not authorized to transport propane fuels on public roads. 15. Directions to each site: - ALPA A (1) is located northwest of Pedro Dome. Travel north from Fairbanks on the Steese Highway to Cleary Summit. Turn left on Pedro Dome Rd. Travel 1.5 miles to a dirt road to the left to the Ft. Knox gold mine office. Check in with gold mine office for escort to the trail that leads to the site, approximately 1.5 miles further. - ALPA B (2) is located north of the Poker Flat Research Site just off the Steese Highway. Travel north from Fairbanks on the Steese Highway to where the highway crosses the Chatanika River. Fuel drop off point is approximately Mile 39, Steese Hwy. - ALPA C (3) is located east of Pedro Dome. Travel north from Fairbanks on the Steese Highway to Cleary Summit. Turn right on Fish Creek Rd. Follow turns leading toward the gold mine, avoiding any restricted travel areas. Fuel drop off is approx. 2.5 miles. - ALPA D (4) is located north of Chena Hot Springs Road on Amanita Drive, which is ¾ mile before (west) of Nordale Rd. Turn left up Amanita, trail is a left turn approximately 1 mile down road. - ALPA E (5) is located north of Fairbanks off of Goldstream Road on Pandora Road. Follow the winding road to the top of the hill. The trail to this site begins at the corner of Green Leaf Rd. and September Ct. - ALPA F (6) is located northwest of Fairbanks off the Elliott Highway. Turn left on Himalaya Rd. at approx. mile 13. Fuel drop off point is approx. 5 miles to the Alaska Pipeline. - ALPA G (7) is located north of Fairbanks in the White Mountain Recreation Area. Travel north from Fairbanks on the Elliott Highway. Fuel drop off point is approximate Mile 23, Elliot Hwy.. 16. The contractor is responsible to repair any damage to the ALPA sites as a result of the contractor's actions. 17. Det 460 will not be held responsible for any damage to the contractor's equipment or vehicles, which is not the fault of the Government. 18. Propane quantities at each site are estimates and delivery tickets will show exactly which site received the delivery and how many gallons it received. Delivery tickets must be signed by a Government representative.
