- VETERANS AFFAIRS LONG BEACH NETWORK 22 LOGISTICS OFFICEJUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FAR 6.302-1, 41 U.S.C. 253 (c) (1) 1.Agency and Contracting Activity Identification: The Department of Veterans Network 22 Logistics Office, 5901 East Seventh Street, Long Beach, CA 90822, has a requirement for a Cellvizio Fibered Fluorescence Imaging System at VA Long Beach Healthcare System. In accordance with FAR 6.302-1 CIRCUMSTANCE PERMITTING OTHER THAN FULL & OPEN COMPETITION is the authority cited as justification for this item. 2.Nature of Acquisition Being Approved: Negotiation will be conducted with Cellvizio, Inc. Circumstances require that this be done without benefit of full and open competition. 3.Description of Requirement: VA Long Beach Healthcare System, Resource HCG (04) is requesting sole source procurement with Cellvizio, Inc. to provide one Cellvizio Fibered Fluorescence Imaging System and accessories at an estimated total cost of $247,200. 4.Authority Permitting Other Than Full and Open Competition: The items are being procured under the authority of 41 U.S.C. 253(c) (1), FAR Part 6.302-1. This authority applies when supplies or services required by the agency are available from only one responsible source and no other supplies or services will satisfy agency requirements and in accordance with Federal Acquisition Regulation (FAR) 6.303. 5.The Nature of the Acquisition Requires Use of the Authority Cited: The Cellvizio imaging system will reduce unnecessary procedures such as repeat colonoscopies or gastroscopies. Reducing the number of unnecessary biopsies: improving the diagnostic yield of endoscopic procedures, allowing a more precise and earlier intervention, detecting more cancers at an earlier stage. Cellvizio, the world's smallest microscope, is the first microscopic imaging system designed to provide live, extremely detailed images of internal human tissues during regular endoscopic procedures. The ability to view tissue at the microscopic level during a routine diagnostic exam helps physicians make faster, more effective decisions about how to treat a patient. Using this new method, a physician can pinpoint and fully remove diseased tissue with endoscopic tools on the spot, or, in more serious cases, send the patient directly into surgery. Cellvizio also improves patient care by eliminating the need for unnecessary biopsies and repeat endoscopies. Clinical evidence shows that Cellvizio leads to a dramatic improvement in the diagnostic yield of biopsies, helping physicians detect more cancers and diseases at an early, more treatable stage. While standard scopes and fiber optic imaging technology revolutionized the diagnosis of pulmonary and gastrointestinal disorders, the lack of live, in vivo microscopic images forced physicians to randomly sample tissue and then send it out to the pathology lab for analysis, which could take days or even weeks. The random tissue sampling led to less-than-desirable diagnostic accuracy, while the lag time between the procedure and the biopsy results caused patient anxiety and delayed treatment. Cellvizio can be used with almost any endoscope and is intuitive to manipulate. It is compatible with the most recent equipment and is complementary to advanced imaging techniques. Currently focused on gastroenterology and pulmonology, Cellvizio will expand into other indications in the future, such as urology. Cellvizio, Inc. is the only company that makes this specialized product and it is copyrighted. This imaging system is necessary for early cancer prevention and is vital for patient care. As such Cellvizio, Inc. is being utilized without competition due to the sole source requirement. It is determined to be in the best interest of the Government and delivery of patient care. 6.A Description of Efforts Made to Ensure That Offers From as Many Potential Sources As Practicable and Whether a Notice Will Be Publicized: This action was synopsized since small purchase procedures apply as required by FAR Part 5. 7.Anticipated Cost: The anticipated cost is fair and reasonable to the Government based on the using service estimate and previous purchasing history of prices. 8.Results of Market Survey: Market research information was also obtained through historical data. See number 5 above. 9.Any Other Facts Supporting the Use of Other Than Full and Open Competition: Full and open competition was not utilized for this procurement due to the reasons stated in number 4 and 5 above. 10.Any Other Interested Sources: No other resources have been identified or have expressed an interest. 11.A Statement of the Actions, if any, the Agency May Take To Remove of Overcome Any Barriers to Competition Before Any Subsequent Acquisition is required: Not applicable per number 5 above. 12.I hereby certify that the above justification is accurate and complete to the best of my knowledge and belief.
