Description
The Naval Surface Warfare Center, Port Hueneme, CA, plans to procure, on an other than full and open competition basis, necessary program management, operations, maintenance, engineering, and other support functions required to support range activities of the Combined Tactical Training Range Complex (CTTR)from Northrup Grumman Information Technology (NGTI). NGTI is the only known source that posesses the indepth technical knowledge, expertise and capability necessary to ensure continuity of services and prevent unacceptable delays in fulfilling the requirement within the required time period. The award of this bridge contract will be issued as a Cost Plus Fixed Fee (CPFF)contract. The CTTR is operated and maintained in support of tactical, operational, and strategic warfare training requirements. The CTTR locations and associated range areas are the Marine Corps Air Station (MCAS) Yuma, AZ; MCAS Miramar, CA; Naval Air Facility El Centro, CA; Naval Air Station (NAS), Fallon NV; NAS Oceana, VA; Fleet Area Control and Surveillance Facility, Virginia Capes, VA; MCAS, Cherry Point, NC; Mid-Atlantic Electronic Warfare Range, NC; MCAS Beaufort, SC; Pinecastle Range Complex, FL; and NAS, Key West, FL. The anticipated period of performance will be for six months and will contain a three month renewal option and two month phase-out option with an anticipated commencement date of 1 April 2010. The anticipated date for release date for this solicitation will is on or around 16 February 2010 via the Fedbizopps and NECO website. The deadline for submitting a proposal will be 15 calendar days after the release date of the Request for Proposal (RFP).
