- Solicitation W81XWH-10-T-0088 will be issued on or about 06 January 2010 and proposals will be due on 15 January 2010 @ 12:00 AM EST. This solicitation number and statement that the solicitation is issued as invitation to bid, request for quotes or request for proposal as unrestricted. The Governments requirement is to acquire a non-personal service contract is responsible to provide for life cycle management of a wide variety of advanced medical technology research and development for Office Management, Research Planning and Programming Support for day to day business management operations and make recommendations for of personnel management, finance, logistics and facilities management, and automation. Services are from 1/18/10 - 3/18/10. This effort requires the services of a senior level subject matter expert with DOD research organization structure, telemedicine research programs, resource management, personnel management and staffing, funding mechanisms, and command and control. The candidate must possess years of executive level management experience that will enable to quickly assess and evaluate complex multidisciplinary management operations within a very short time period. Must be able to make practical and sound recommendations to the Telemedicine Advanced Technology Research Center (TATRC) leadership on how organization and management can be improved to meet their growing mission requirements. To acquire this level of expertise and obtain the best value for the Government requires meeting competitive contractor rates for the Washington DC metro region. The North American Industry Classification System (NACIS) code for this procurement is 541990. This will be a solicitation issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments on or about 15 January 2010. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contracting Registration (CCR) database. CCR registration can be accomplished at the following website: www.ccr.gov. Proposals will be evaluated on a Commercial Firm Fixed Price and any resulting contract will be issued as a Firm Fixed Price Award to include a one-year base period and an option to exercise without Not Separately Priced (NSP) to finish work and submit a Contracting Manpower Review (CMR) and final report.
