Description
ADMIN BLDING ROOF REPLACEMENT, U.S. ARMY CORPS OF ENGINEERS, GAVINS POINT PROJECT LOCATED NEAR YANKTON, SD; COMPLETION DATE 30 DAYS AFTER NOTICE TO PROCEED; POC FOR SOW QUESTIONS IS MICHAEL CALLAGAHN 402-667-2563 1.SCOPE OF WORK: Contractor shall be responsible for all labor and material required to remove the existing 5800 SF of Cedar Shake roofing material and properly dispose of such material. Replace that material with a stone coated metal roof shake better than or equal to the DECRA Roofing System. All work shall be completed as per the enclosed drawings and specifications. Contractor will also be responsible for the removal of the existing gutters and downspouts and replaced with 6 in..032 gauge aluminum seamless gutters and 3 in. X 4 in. downspouts, brown in color. 2. BEST VALUE: Award to the successful contractor shall be based on Best Value rather than low bid per FAR regulation 52.212-2 EVALUATION (JAN1999). The bids will be based on the following factors: a.Past experience of similar work b.Contractor supplied materials and equipment. c.Time for completion of contract. d.Price. Items a, b, and c when combined, are significantly more important than price. 3. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK: The Contractor will be required to commence work under this contract on the date of receipt by him of Notice to Proceed, to prosecute said work diligently and to complete the entire work with in 30 days. The time stated for completion shall include final cleanup of the premises. 4. CONTRACT DRAWINGS AND SPECIFICATIONS: Omissions from the drawings or specifications or the misdescription of details of work which are manifestly necessary to carry out the intent of the drawings and specifications, or which are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work but they shall be performed as if fully and correctly set forth and described in the drawing and specifications. The Contractor shall check all drawings furnished him immediately upon their receipt and shall promptly notify the Contracting Officer of any discrepancies. 5. SITE VISIT: Offerors or quoters are urged and expected to inspect the site where the work will be performed. 6. APPROVAL OF MATERIALS: The Contracting Officers Representative shall approve all materials before being used in subject contract. 7. SPECIAL REQUIREMENTS: None 8. TAXES Nebraska. 8.1. NEBRASKA SALES AND EXCISE TAX. Materials installed under this contract are not exempt and the tax must be included in the amount bid. Telephone: 402-595-2065 Department of Revenue, Omaha. 9. PROTECTION OF EXISTING FACILITIES: Contractor shall be responsible for protection of the building from any damage that may occur to the building during the construction. Any damage done to the building due to the construction shall be repaired at the cost of the contractor. 10. ENVIRONMENTAL PROTECTION: In order to prevent, and to provide for abatement and control of any environmental pollution arising from the construction activities in the performance of this contract, the Contractor and his sub contractors shall comply with all applicable federal, state and local laws and regulations concerning environmental pollution control and abatement. a. Notification: The Contracting Officer will notify the Contractor in writing of any non compliance with the aforementioned federal, state or local laws or regulations. Such notice, when delivered to the Contractor or his authorized representative at the site of the work, shall be deemed sufficient for the purpose. The Contractor shall, after receipt of such notice, immediately inform the Contracting Officer of proposed corrective action and take such action as may be approved. If the Contractor fails or refuses to comply promptly, the contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. The Contractor shall make the subject of a claim for extension of time or no part of the time lost due to any such stop orders for excess costs or damages. 11. SAFETY REQUIREMENTS: The Contractor shall ensure that safe working practices are utilized and that all equipment meets the requirements of the US Army Corps of Engineers, Safety and Health Requirements Manual, EM 385 1 1, September 1996, before work begins. A copy of the above manual is available at the Gavins Point Dam Project Office, Yankton, South Dakota. a. Ground Fault Circuit Interrupters: In addition to the requirements of paragraph 11.C.05 of EM 385 1 1, ground fault circuit interrupters are required for all extension cord systems. b. First Aid and Medical: First aid facilities shall be made available on the job site. Arrangements for emergency medical attention shall be made prior to start of work. All emergency numbers (doctor, hospital, ambulance, fire department) shall be posted, or made available at the work site. 12. HOUSEKEEPING: Daily clean up of all debris and waste materials are required. Adequate disposal containers shall be placed strategically around the site. Debris shall be removed on a regular basis. 13. AVAILABILITY AND USE OF UTILITY SERVICES: Use of public and private utilities will be as found available. The Contractor shall make his own arrangements for use of public and private utilities. 14. WORK AND MATERIALS GUARANTEE: The Contractor will guarantee materials for one year from the date the Government assumes use of the equipment or materials. 15. PAYMENT: Payment for subject work will be for entire work complete in conformance with this specification and drawings, and paid within 30 days of acceptance by the Government and receipt of a proper invoice. SECTION 07314 - STONE COATED METAL ROOF SHAKE PART 1 GENERAL 1.1SUMMARY A.Related Documents: Provisions established within General and Supplementary Conditions of the Contract, Division 1 - General Requirements, and the Drawings are collectively applicable to these Section. E.Related Sections: 1.Section383945 Rough Carpentry for framing and sheathing. 1.2SUBMITTALS A.Submit under provisions of Section 01300 B.Product Data: Include construction details, material descriptions, dimensions of individual components and profiles, finishes, fasteners, accessories, and manufacturers written installation instructions. C.Shop Drawings: Include roof plans and elevations; sections at hips, ridges, gables, valleys, and eaves; and details of components, accessories, and attachments to other work. Finish color Black. 3.1EXAMINATION A.Examine substrate and conditions for compliance with requirements for maximum moisture content, soundness of framing, and other conditions affecting performance of Metal Roofing. (Damaged, rotted or loose roofing materials shall be removed and the substrate corrected for re-roofing applications). Proceed with installation only after unsatisfactory conditions have been corrected. 3.2PREPARATION A.Inspect and verify roof framing spacing and installation is straight, true and ready for installation of battens and Metal roof panels. B.Coordinate installation of metal panels with flashing and other adjoining work to ensure proper sequencing. Do not install roofing until vent stacks and other penetrations through roofing have been installed, are securely fastened and flashing is in place. C.Inspect and verify exterior stucco and EIFS wall enclosures are completed. 3.3INSTALLATION A.General: Comply with manufacturers written instructions for products and applications indicated, unless more stringent requirements apply. B.Battens: (Install 1 by 4 inch counter battens vertically over the roof rafters/trusses, on 24 inch centers (maximum). Stagger counter batten ends.) (Install 2 by 2 inch battens perpendicular to roof rafters/trusses at 12-5/8 inch centers Metal Shake. Stagger batten ends.) 1.Fasten counter battens and battens with 16d common nails in accordance with manufacturers written instructions. C.Valleys: Install in accordance with manufacturers instructions with a minimum 6 inch overlap in direction of flow. D.Flashing: Install as indicated on approved submittals and in accordance with manufacturers written instructions. E.Shake Panels: Install Metal Shake, accessories, flashing, and hip & ridge level and plumb. Use fasteners per above specifications. 1.Install each Metal Shake Panel with courses staggered in accordance with manufacturers instructions. 2.Fasten each panel with minimum 4 fasteners horizontally along the nosing of each panel at overlaps, and at two other intermediate points. F.Cut Metal panels into each side of valleys in accordance with the manufacturers instructions straight and true to the line of the valley. G.Hip & Ridge: Install Hip & Ridge along hips, ridges and rakes as indicated on approved submittals and in accordance with manufacturers written instructions. Bend and fold exposed ends of hips ridges and neatly, cap with an end cap or a piece of similar material. 3.4CLEANING AND PROTECTION A.Damaged Units: Replace panels and other components of the work that have been dented damaged or have deteriorated beyond successful repair by finish touchup with acrylic coating and stone chip granules. B.Cleaning: After completing installation, remove any debris from the roof. C.Foot Traffic: Directly over 2 X 2 battens to prevent denting the panels. Avoid walking on sidelaps.
