- THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. DO NOT REGISTER AS A PLANSHOLDER. Under the authority of FAR 6.302-1, the US Army Corps of Engineers intends to negotiate on a sole source basis to Parsons Infrastructure and Technology Group Inc. (Parsons), for a new Architect-Engineer contract. The contract will be an Indefinite-Delivery, Indefinite-Quantity contract for a period of one year from date of award, with options to extend for four additional years; not to exceed a total of five years. Work will be assigned by negotiated task orders. While the estimated dollar amount per year is $1,100,000.00, the actual obligation per year may be greater than or less than $1,100,000.00. Maximum order limit is $5,500,000.00 for the life of the contract, including options. Parsons is the Designer of Record of the design of the Picayune Strand Restoration Project through the South Florida Water Management District ACCELER8 Program. They performed the Basis of Design Report and the plans and specifications (P&S) design of the pump stations, tieback levees, road removal and canal plugs. Plans and Specifications were completed to the final phase for construction advertisement as three separate contracts; Merritt Pumping Station Levee, Roads, and Canal Plugging (LCR), Faka Union Pumping Station LCR and Miller Pumping Station LCR. To date, Parsons has performed extensive hydrologic analysis and modeling. They have carried the Merritt Pumping Station to construction contract award and have carried the other two pumping stations to the pre-final stage. Due to the performance requirements of the original contract, Parsons has accumulated knowledge and expertise on this project that is not available from any other firm. It would be very costly to the Government, both financially and technically, to develop a new consultant's knowledge base of the Picayune Strand Project. The proposed contract shall consist of providing engineering services to complete the Picayune Strand Restoration Project in compliance with USACE standards. The engineering services shall include of hydraulic and hydrologic analysis and design, preparation of Plans and Specifications, incorporating changes from BCOE reviews, Engineering During Construction and miscellaneous engineering services for Protection & Conveyance Features, Merritt Pumping Station Levee, Roads, and Canal Plugging (LCR), Faka Union Pumping Station LCR, and Miller Pumping Station LCR. Additional work that remains is the finalization of the hydrologic analysis, modeling, and design of protection and conveyance features, EDC for Merritt, BCOE changes and EDC for Faka Union, Specification conversion and incorporation of protection and conveyance features into the Miller contract and EDC for the Miller contract, and minor related and design and support services.
