Description
The Contractor will perform the following Task Order under the Areawide Public Utility Contract: The plan is to renovate and expand the existing CUP at the Campus, which will include the construction of an on-site CHP Plant component capable of Cogeneration. For location of the CUP/CHP Plant. CHP Cogeneration in its simplest terms is utilizing one fuel source to produce two or more other usable energy sources. In our case, the single fuel source is natural gas that will be used to produce power, heating and cooling at the point of use. There could be up to two (2) CHP Plants on the Campus to satisfy the energy demands for the Campus, currently estimated to be up to 70MW without diversity. The redevelopment program for the DHS planned for the Campus (but still in the developmental planning stage) could be as follows: Phase 1 - U.S. Coast Guard (USCG) Headquarters construction Phase 2 - DHS Secretary and the Federal Emergency Management Agency (FEMA) Headquarters construction. Phase 3 - Immigration Customs Enforcement (ICE), Customs Border Patrol (CBP) and the Transportation Security Agency (TSA) Headquarters construction. The redevelopment program, after meeting Section 106 and NEPA requirements, could comprise up to 4.5 million gross square feet (gsf) of office and shared use space, 750,000 gsf of adaptive reuse of historic space, and up to an additional 1.5 million gsf of structured parking. The CHP Plant is required to provide up to 50 MW of the cooling, heating and power requirements for the redevelopment program planned for the Campus. Currently, the power grid owned by Pennsylvania, New Jersey, and Maryland Interconnection LLC (PJM) requires upgrades to support the redevelopment efforts. In addition, the franchise territory of the Campus is the least reliable area in the PJM power grid; therefore, GSA will renovate and expand the existing CUP and construct a CHP Plant to augment the PEPCO grid to support DHS�s requirements at the Campus. The CUP/CHP Plant will serve as a micro-grid, e.g., an independent system that supplies and manages power for a defined physical entity, to the utility grid. Currently, the eventual size, scope and density of the redevelopment program are under discussion by several consulting parties with the Federal GOVERNMENT. Regardless of the size of the Campus, due to the critical missions of the prospective tenants, reliability and redundancy of utility services are of the utmost importance. Moreover, a stand-alone CUP/CHP Plant at the Campus is in the best interests of the United States when taking into account, among others, economical, environmental, and security considerations. To meet these needs, the location of the CUP/CHP Plant is currently shown at the existing boiler plant, which is centrally located on the Campus. The GOVERNMENT currently owns and operates a Project Extranet through an electronic Project Management (ePM) vendor whose application contains project management modules, construction management modules and diverse reporting capabilities. The UTILITY CONTRACTOR shall be required to use the ePM for all its work. Earned Value Management (EVM) will also be implemented on the project as a means to plan and manage progress for this Program.
