The United States Government, represented by the Department of State, is seeking applications (Standard Form 171's or OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Along with the SF-171 or OF-612 application, the applicants shall provide a resume and three written reference letters including contact information. STATEMENT OF DUTIES 1.GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: Department of State (DOS) needs a capability to provide secure, safe QRF transport, Search and Rescue / MEDEVAC, route reconnaissance and convoy escort, and air transportation of personnel and equipment in support of Embassy programs in Iraq. To accomplish the mission a fleet of aircraft including fixed wing aircraft, light lift helicopters and medium lift helicopters will be required. The aircraft will perform their missions during the hours of daylight and darkness (to include Night Vision Goggles) under both visual meteorological conditions and instrument meteorological conditions. The Department of State employs an aviation services contractor to provide the personnel to execute the mission in Iraq which will require contract oversight by government personnel. PURPOSE: The purpose of this personal services contract (PSC) position is to provide a Rotary Wing Standardization Pilot for the U.S. Mission in Iraq duty located at Patrick Air Force Base, FL. The incumbent serves as the Rotary Wing Standardization Pilot, responsible to INL/A for providing program implementation, direction, and execution oversight in support of aviation transportation services in Iraq for Search and Rescue (SAR) and medical evacuations (ME), transporting Quick Reaction Forces (QRF) to respond to incidents, and where noted, provide air transportation (AT) for Chief of Mission personnel or other personnel required by Government to conduct official business. Monitors and evaluates aviation support services contractor performance in maintenance, operations and logistics by performing oversight duties at various contractor locations during at least half of the period of performance. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Chief, Operations Division, Office of Aviation, Patrick AFB, FL; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. 2.STATEMENT OF WORK Develop, coordinate, organize, implement, and oversee a comprehensive Rotary Wing Flight Standardization program for the U.S. Mission in Iraq. Provide academic and flight instruction to USG personnel assigned to perform rotary wing pilot duties in Iraq. Training includes the full range of theory, formal classroom instruction, and actual flight practice. Apply the “Fundamentals of Instruction” as listed in the FAA Flight Instructor’s Handbook during flight training. Demonstrate the standard method of accomplishing flight tasks in accordance with the appropriate Rotary Wing Aircrew Training Manual (ATM). Provide instruction to and or evaluate USG personnel, DoS Flight Instructors/Standardization Instructor Pilots and Contractor Standardization Instructor Pilots on the DoS INL Office of Aviation Flight Standardization Program. Training includes instruction in DoS flight operating rules, use of the Guide to Aviation Training and Standardization, use of the Aircrew Training Manual (ATM), and standardization program management. Review and recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the Rotary Wing Standardization Program. Through the contractor rotary wing standardization instructor pilot, establish training programs to ensure maximum utilization of training facilities, adherence to training standards, and to avoid duplication of training effort. Collect, review, and disseminate data on rotary wing tactics, techniques, and employment in support of the counter-narcotics mission of the Office of Aviation. Maintain constant liaison with U.S. Department of Defense, Department of State, other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to the Office of Aviation rotary wing standardization program. Perform contract oversight of contractor rotary wing flight training and standardization. Ensure that contractor pilots, flight instructors, and standardization instructor pilots conform to the standards of the Office of Aviation Rotary Wing Standardization Program. Prepare periodic contractor performance reports for the Contracting Officer’s Representative. Perform flight duties as a Helicopter Pilot-in-Command, Flight Instructor, Instrument Evaluator/Examiner, and Standardization Instructor Pilot. Flight duties include day, night unaided, and with Night Vision Goggles (NVG) in both visual meteorological conditions (VMC) and instrument meteorological conditions (IMC). Actual tasks may include the following techniques: Nap-of-the-Earth (NOE) flight (flying as close to the earth’s surface as vegetation and obstacles permit), Contour flight (flying 50 to 100 feet above ground level {AGL} at airspeeds up to 120 Knots Indicated Airspeed {KIAS}), and Low-level flight (flying between 100 and 500 feet above ground level {AGL} at airspeeds up to 120 Knots Indicated Airspeed {KIAS}), External load operations utilizing the helicopter mounted cargo hook, rescue hoist operations utilizing the High Speed Rescue Hoist, and emergency procedures training tasks for initial entry rotary wing (IERW) student qualification. 3.MINIMUM REQUIREMENTS U.S. citizen, subject to State Department Secret level security clearance Experience in organizing and executing a formalized Aviation Aircrew Training and Standardization Program, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. Knowledge of tactical employment of rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment of Office of Aviation aircraft. Must have extensive experience as a flight instructor and/or standardization instructor pilot in the training and standardization of rotary wing pilots within a formal Aircrew Training Program. Skill in the operation of rotary wing aircraft as a flight instructor. Certification as U.S. FAA Flight Instructor, Rotorcraft Helicopter is highly desirable; however, military experience as a rotary wing instructor pilot is acceptable. Experience as a military or civil rotary wing Instrument Flight Instructor/Evaluator is desirable. Certification as a U.S. FAA Commercial Pilot with Rotorcraft, Helicopter-Instrument rating required as a minimum. A minimum of 250 hours of NVG time. Possess a current FAA second class medical Must be able to obtain and maintain a secret clearance. Ability to demonstrate aeronautical knowledge and skill via oral/written/flight performance evaluations/examinations. Ability to perform staff actions as required to support Aviation Operations, revise standing operating procedures, manuals, training programs and provide appropriate recommendations to the Chief of Operations. Perform other staff actions as required. Knowledge of and skill in operation of Personal Computer based MicroSoft word processing systems is desirable. 4. COMPLEXITY The Contractor employee performs Rotary Wing flight standardization oversight of U.S. Government and contractor helicopter pilots operating in Iraq. The Contractor employee performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectiveness and flight safety of aviation operations in support of the mission. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. As this is a flying position, the incumbent is required, in accordance with DoS INL Office of Aviation Aircrew Training Program, to successfully complete a FAA second class medical examination annually. 6. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections/flight evaluations. Flight duties are performed in UH-1 and/or S-61 series helicopters at the main base at Patrick AFB, Florida; however, the Contractor employee may be required to perform flight duties at in Iraq under austere conditions. Field sites have been declared hazardous duty locations by the Department of State due to hostile activities and therefore pose significant risk to the incumbent while at these sites. 7.EVALUATION CRITERIA 1. Meets Minimum Qualification Requirements (Y/N) 2.Possesses Preferred Qualification: YES_______ NO_______ Certification as U.S. FAA or U.S. military rotary wing instrument flight instructor/evaluator. Knowledge and skill in the use of Personal Computers and Micro-Soft word processing systems. 3.Evaluation Criteria: Factor 1. (Contract Oversight). (30%) Offeror’s ability to: Develop, coordinate, organize, implement and oversee a comprehensive Rotary Wing Flight standardization program for the US mission Iraq. Perform contract oversight of contractor rotary wing flight training and standardization. Ensure that contractor pilots, flight instructors and standardization instructor pilots conform to the standards of the Office of Aviation Rotary Wing Standardization Program. Prepare periodic contractor performance reports for the Contracting Officer’s Representative. Factor 2. (Provide Instruction/Standardization). (30%) Offeror’s ability to: Provide academic and flight instruction to USG personnel assigned to perform rotary wing pilot duties for US mission in Iraq. Ability to apply the Fundamentals of Instruction to teaching the full range of theory, formal classroom instruction and actual flight practice to novice and experienced pilots. Provide instruction to and evaluate USG Flight Instructors/Standardization Instructor Pilots, Contractor Standardization Instructor Pilots and Host Nation Standardization Instructor Pilots on the INL/A Flight Standardization Program. Perform flight duties, as a helicopter Pilot-in-Command, Flight Instructor, Instrument Evaluator/Examiner, and Standardization Instructor Pilot, during day, night unaided, and night vision goggle conditions and in both visual (VMC) and instrument meteorological conditions (IMC). Perform flight tasks including Nap-of-the-Earth (NOE), Contour, and Low Level flight during day, night unaided and night vision goggle conditions. Perform external load operations and hoist operations using the high-speed rescue hoist. Factor 3. (Training Development). (20%) Offeror’s ability to: Review and recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the Rotary Wing. Collect, review and disseminate data on rotary wing tactics, techniques and employment in support of the US mission in Iraq. Factor 4. (Experience/Past Performance) (20%) Offeror’s previous experience and quality of performance.
