The United States Government, represented by the Department of State, is seeking applications (Standard Form 171's or OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Along with the SF-171 or OF-612 application, the applicants shall provide a resume and three written reference letters including contact information. STATEMENT OF DUTIES BACKGROUND: Department of State (DOS) needs a capability to provide secure, safe QRF transport, Search and Rescue / MEDEVAC, route reconnaissance and convoy escort, and air transportation of personnel and equipment in support of Embassy programs in Iraq. To accomplish the mission a fleet of aircraft, potentially including fixed wing aircraft, light lift helicopters and medium lift helicopters will be required. The aircraft will perform their missions during the hours of daylight and darkness (to include Night Vision Goggles) under both visual meteorological conditions and instrument meteorological conditions. Aircraft and crews must be available on a 24 hour basis to meet the needs of the U.S. Mission in Iraq PURPOSE: The purpose of this personal services contract (PSC) position is to provide a Maintenance Manager based at Patrick Air Force Base, Florida to support the U.S. Mission in Iraq. The incumbent serves as the Maintenance Manager, responsible for providing program implementation, direction, and execution oversight in support of aviation transportation services in Iraq for Search and Rescue (SAR) and medical evacuations (ME), transporting Quick Reaction Forces (QRF) to respond to incidents, and where noted, provide air transportation (AT) for Chief of Mission personnel or other personnel required by Government to conduct official business. Monitors and evaluates aviation support services contractor performance in maintenance, operations and logistics by performing oversight duties at various contractor locations during at least half of the period of performance. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Chief, Maintenance Division, Office of Aviation, Patrick AFB, FL; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. 2. STATEMENT OF WORK Perform oversight and evaluation of contractor aircraft maintenance and maintenance training. This oversight includes, but is not limited to reviewing contractor maintenance procedures, and monitoring contractor maintenance operations. Submits periodic written evaluations of the contractor’s activities. Provides maintenance and logistics guidance to the contractor for rotary and fixed wing aircraft. Oversees contractor maintenance, logistics, and quality control program and assists in the administration of the Department of State Maintenance Program. Develops, coordinates, and implements the maintenance and logistics program for the USG in concert with contractor personnel. Reviews and recommends changes to existing maintenance and logistics programs, when available records or other documentation supports the need for updating or improving the Bureau’s programs. Collects, reviews, and disseminates data on maintenance and logistics procedures, techniques, and policy in support of the mission of the Bureau. Together with the Contracting Officer’s Representative (COR), performs oversight of contractor maintenance and logistics. Ensures that the personnel working in these areas conform to the standards of the Office of Aviation Maintenance and Logistics Programs. Based on such reviews, prepares periodic contractor performance reports for the COR, as appropriate. Monitors the management of personnel, repair parts, equipment, and facilities assets to maintain and repair rotary and fixed wing aircraft. Provide USG oversight of maintenance elements that are required to inspect, service, test, disassemble, repair, reassemble, adjust, replace part and retest aircraft or aircraft components. Reviews, develops, implements and/or contributes to a wide variety of maintenance, logistics, and safety related plans, policies and procedures for organizing, training, and deploying aircraft assets within or to Iraq Reviews existing training programs, and recommends the establishment of formal courses of instruction, training programs, aids, standards, directives and related material to support the Office of Aviation’s Maintenance and Logistics Programs. Performs informal, on-the-job training, when time constraints do not permit formal training. Participates with other staff members in reviewing maintenance standard operating procedures for the management of aircraft maintenance activities. Drafts new procedures, as appropriate, and ensures they are implemented in accordance with Office of Aviation requirements. Interprets current directives, maintenance policies and procedures, Federal Aviation Administration, Department of Defense, and original equipment manufacturer (OEM) guidance pertaining to the maintenance of program aircraft. Analyzes engineering designs and submits specifications for maintenance requirements, in compliance with accepted maintainability practices. Maintains currency in advancements in the field and accurately projects the impact on Iraq program. Assists in the development, deployment, and sustainment of aircraft modifications. Evaluates, on a continuing basis, the effects of aircraft mission profiles on airframe and component structure to determine maintenance and/or critical flight safety requirements. Performs oversight of a contractor operated Federal Aviation Administration (FAA) certified Repair Station. Research vendor production and quality qualifications and assist in the development of schedules, quality standards, and performance metrics. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of aviation maintenance programs or operations in meeting established goals and objectives. Evaluates region-wide programs against short and long-range objectives. Effectively manages assigned programs, which often involve the expenditure of large sums of dollars. 3. MINIMUM REQUIREMENTS Must be a U.S. citizen subject to State Department Secret level security clearance. Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of maintenance and logistics program effectiveness or the improvement of systems. Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of aviation maintenance programs, i.e. Federal Aviation Regulations, DOS regulations, Department of Defense regulations, and US Army Regulation 700-138. Knowledge of agency program goals and objectives, and how they relate to the Department’s aviation programs. Skill in maintenance of UH-1 and UH-60 helicopters, single and multi-engine piston and turbo prop airplanes Extensive experience as a maintenance supervisor at the AVIM or Intermediate level maintenance. Skill as a aircraft maintenance specialist, evidenced by military experience or FAA certification as an Airframe and Powerplant (A&P) mechanic. Skill in oral and written communication to prepare and present training, provide guidance, solicit information, defend proposals, and draft funding proposals and training programs. 4. COMPLEXITY Analyzes interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs. Analyzes changes that need to made, and recommends to supervisor the most appropriate method of implementing such changes. He/She is considered to be the technical expert in this field, and as such, is expected to be able to develop new techniques, criteria, and information involving the repair, maintenance or modification of equipment. The incumbent is considered the technical subject matter expert and his/her work is considered technically authoritative, and is normally accepted without significant change. Assesses the productivity, effectiveness, and efficiency of program operations and/or analyzes and resolves problems in the effectiveness and efficiency of maintenance programs. Establishes criteria to measure the effectiveness of contractor performance in order to contribute to the improvement of productivity, effectiveness, and efficiency in operations. Work affects the plans, goals, and effectiveness of the Department’s missions and programs, and may affect the work done in components of other agencies. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at CONUS, main and forward operating locations in foreign nations. The incumbent is required to travel periodically to temporary duty locations in the tropics or in mountainous, high altitude terrain which involves significant physical exertion. 6. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with periodic travel to forward operating locations or meetings, conferences, activity reviews, field inspections, and investigations. Field locations have been declared hazardous duty locations by the Department of State due to hostile activities and therefore pose significant risk of physical attack to the incumbent while at these sites. 7.EVALUATION CRITERIA Meets Minimum Qualification Requirements (Y/N) Factor 1. (Contract Oversight). (25%) Offeror’s ability to: Perform oversight and evaluation of contractor maintenance and logistical activities, to include reviewing contractor maintenance and logistical procedures and monitoring contractor maintenance and logistical support. Prepare and coordinate periodic reports on contractor performance, both orally and in writing. Provide maintenance and logistical support direction and guidance to the contractor for the purpose of supporting the DS effort in Iraq. Factor 2. (Develop, Coordinate, Organize and Implement Maintenance and Logistical support). (15%) Offeror’s ability to: Develop comprehensive aircraft maintenance and logistical support systems and procedures. Coordinate/Organize aircraft maintenance and logistical support systems and procedures. Implement Maintenance, Logistics and Material Support Plans, Standing Operating Procedures and provide direction and guidance to contractor. Factor 3. (Assist the Chief, Maintenance). (20%) Offeror’s ability to: Assist the Chief, Maintenance in directing and coordinating aircraft maintenance support for the purpose of providing aviation maintenance support to the program. Provide instruction/guidance regarding aviation maintenance support for the US mission in Iraq. Factor 4. (Past Performance). (40%) Offeror’s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references).
