- Draft PWS NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT to Omega World Travel Inc., 3102, Omega Office Park, Fairfax, VA 22031-2400 to continue providing Commercial Travel Services (CTO) for Yokota Air Base Japan under the authority of FAR 6.302. This contract is issued as a bridge contract until the Department of Defense (DOD) Army Contracting Agency, Information Technology, E-Commerce, and Commercial Contracting Center (ITEC4) awards the Defense Travel Management Office (DTMO) World Wide Commercial Travel Office (CTO) Services contract for coverage of OCONUS Pacific Air Force Installations. This contract will be issued for a base six (6) months of 1 April 2010 through 30 September 2010 with FAR 52.217-9 Option to Extend the Term of the Contract clause which allows approximately six (6) month extension in the event there are delays in award of a World Wide CTO by US Army ITEC4. The World Wide CTO contract was expected to be awarded to be effective on or around November 2009. Based on guidance provided by USMC Headquarters in mid May 09, the award of the World Wide CTO contract issued by US Army ITEC4 would be delayed and all local commands were notified to extend current CTO contracts for maximum period. The current CTO contract for Yokota AB is to expire on 31 Mar 10. The current CTO contract does not have additional extension options to bridge the gap between its expiration and award of the World Wide CTO contract. Continuity of CTO services provided without interruption or delays in fulfilling requirements is required. The purpose of this follow-on contract is to serve as a bridge for continuation of the CTO service at Yokota AB. The anticipated value of the performance period is less than $100,000 and the requirement is processed using Simplified Acquisition Procedures. The anticipated award date is 15 March 2010. This Notice is not a request for quotations; however, any firm that believes that it can meet the specifications for services and be fully operational by 1 March 2010 may give a written notification to the Contracting Officer. Responses received will be evaluated; however a determination by the Government not to compete the requirement based upon responses received to this notice is solely within the discretion of the Government. This requirement will be under the Simplified Acquisition Procedures for Other Than Full and Open Competition as authorized under FAR 6.3.
