- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), to negotiate/ award a logical follow on purchase order with Ms. Jane Hymiller, 6934 Eylers Valley Flint, Sabillasville, Maryland 21780 to continue her current services. The proposed period of performance for this is 12 months from the date of award. Her tasks include: 1) Work with the Scientific Information Technology Branch (SITB), The Grants Management Branch (GMB), and the QVR Development team to develop, customize, and improve reports and combine data from Institute and NIH information systems to enhance the Institute’s financial analyses of extramural programs, particularly with regard to grants fiscal control; 2) Develop automated methodologies and/or systems to allow NIAMS to track the budget status for extramural funds by project and produce reports on a regular basis; 3) Develop an automated process for generating pay lists for competing grant applications in all extramural budget mechanisms; 4) Develop and maintain electronic briefing books for the Director’s use at Congressional hearing and for reference by NIAMS staff; 5) Create and maintain an accurate and complete set of budget history tables for the Institute. Examples include: success rate, new investigators, Institute Initiatives (RFAs), co-funds, and obligation history by program; 6) Develop electronic files system for storing current and historical budget data; 7) Conduct special analyses in response to ad hoc requests from NIAMS staff, central NIH, the Administrative Congress, and the public; 8) Develop effective electronic tracking systems for taps and assessments; 9) Develop budget models for projecting various outcomes based on input of different budget scenarios; 10) Develop slides for budget presentations to Advisory Council members and other groups as needed; 11) Develop and set up electronic formats for NIAMS to prepare various budget formulation tables and exhibits. Examples include: calculation of Intramural and RMS mandatory tables, Basic/Application Research, Object Class worksheet, commitment base calculation, summary of changes, mechanism tables, etc; 12) Develop “best practices” instructions and procedures for use by new and junior staff. Contractor for this requirement needs: 1) Analytical skills; 2) Expertise with Excel spreadsheets; 3) Expertise in NIH/NIAMS extramural mechanisms and grants analysis; 4) Writing skills; 5)Expertise in Federal budget process; 6) Ability to exercise judgment and work independently to prepare recommendations for Budget Officer and other senior institute officials; 7) ability to work with NIH senior management. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 541611 and the Size Standard is $7.0 Million. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties responding to this announcement need to do so by 9:00am Easter Standard Time on January 19, 2010. The response must include their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
