- Performance Work Statement for FY10 Maintenance, Repair and Upgrade of Base Traffic Light Systems dated 5 January 2010. RFQ for Traffic Light Systems - Due: 22 January 2010 (12 Noon-MST) 1. The 21st Contracting Squadron, Peterson Air Force Base (AFB), Colorado announces combined synopsis/ solicitation for in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, FA2517-10-T-5003, is being issued as a Request for Quotation (RFQ) to inspect, maintain, repair and upgrade the Traffic Light System on Peterson AFB, Colorado. Period of performance of this purchase order will be for twelve (12) months, from date of award through 31 January 2011. Anticipate 1 February 2010 award date. 2. The Government contemplates soliciting and awarding a Firm Fixed Price (FFP) purchase order, set- aside 100% for a small business, under the North American Industrial Classification System (NAICS) code: 238210-Electrical Contractors and Other Wiring Installation Contractors or 811219-Other Electronic & Precision Equipment Repair & Maintenance, both with a size standard of $6.5 million in revenue. 3. Prospective Contractor quotes shall utilize the below line item structure when preparing quotes: Review the attached Performance Work Statement (PWS) for the technical requirements, quantity and frequency of service for this requirement. Line Item 0001: Firm Fixed Price item-Routine monthly preventative maintenance Description: Routine Traffic Light Maintenance on Peterson AFB, Colorado. Non-Personal service for maintenance, repair and upgrade of Base Traffic Lights on Peterson AFB, Colorado in accordance with (IAW) the attached Performance Work Statement (PWS), and Appendix A "Estimated Workload Data" and Appendix B "Traffic Light Locations." Prices will be established by the quoted (labor/hourly) prices proposed on the price scheduled attached to the PWS. Line Item 0002: Time & Material/Labor & Hour item-Emergency calls Description: Emergency (on-call) Services, projected to be estimated as ten (10) calls within the 12 month period IAW the PWS and Appendix A. Supporting documentation for parts and materials will be required. Request Quote for Labor hour for Emergency on-call service only for this line item. 4. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38 and are found either in the Federal Acquisition Regulation (FAR); Defense Federal Acquisition Regulation (DFAR); Air Force Federal Acquisition Regulation (AFFAR) and/or other Mandatory Procedures/Supplements or Regulations. 5. Provision at FAR 52.212-1, Instructions to Offerors/Commercial Items (Jun 2008): At the time of quote submittal, All interested parties must be registered and active in the Central Contractor Registration (CCR) Database ( www.bpn.gov/ccr ). The following addendums apply to the cited paragraphs in the provision FAR 52.212-1: (a) North American Industry Classification System (NAICS) code: 238210-Electrical Contractors and Other Wiring Installation Contractors or 811219-Other Electronic & Precision Equipment Repair & Maintenance, both with a size standard of $6.5 million in revenue. (b) Submission of offers: Completed Price Schedule and be compliant with the combined synopsis/solicitation requirements. (c) Period for acceptance of offers of 30 calendar days from the date specified for receipt offers. (e) Multiple offers: are not allowed (h) Multiple awards: will not be made (i) Availability of requirements documents cited in the solicitation: The solicitation and requirements documents are only available from the FEDBIZOPS website. 7. Provision at FAR 52.212-2(a) Evaluation - Commercial Items (Jan 1999), applies to this acquisition. The intent of the solicitation is to achieve best value for the Government, based on the lowest priced technically acceptable offer IAW with the PWS. For the provision the blanks are completed as follows: (i) Technical capability of the item offered to meet the Government requirement; (ii) Price; (iii) N/A (iv) N/A Last Blank is not applicable. Therefore, the offeror's initial quote should contain the offeror's best terms; discounts-rebates and price quote including charges or fees. The Government reserves the right to reject any or all offers if such action is in the public interest. 8.
