Description
NSWC, Panama City, Florida intends to solicit L-3 Communications Sonoma EO, Inc. 428 Aviation Blvd, Santa Rosa, CA 95403-1069 on a sole source basis for contract support to the COBRA program to restore a gimbal to flight-worthy condition for additional system flight testing. The task required is to removed hardware from the COBRA gimbal used for Electro-Magnetic Interference (EMI) testing and diagnostics. This hardware was for lab testing only and not designed for flight implementation. The COBRA gimbal design is proprietary to L-3 Communications Sonoma EO and therefore, they are the only possible provider for this work. The Request for Quote (RFQ) number is N61331-10-T-2008. Simplified Acquisition Procedures is the method of award for this procurement. The NAICS code is 334511 with a small business size standard of 750 employees. The order shall be firm fixed price with the anticipated award date of January 23, 2010. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Vendors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor's EFT information contained in the CCR database. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area. Therefore, this synopsis and any applicable amendments will be available at https://www.fbo.gov. Vendors should regularly access this web site to ensure that they have downloaded all amendments.
