- Draft SOO The purpose of this DRAFT Statement of Objectives is to acquire support services for the National Urban Search & Rescue Response System. The National Urban Search and Rescue (US&R) Program administers the Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) US&R Response System. The purpose of this program is to ensure a viable life-saving capability for federal assistance to State and local government for incidents requiring advanced technical or heavy search and rescue skills and equipment, primarily those associated with structural collapse. The Program office requires Program Management Support to accomplish a range of activities in support of current work priorities that cannot be completed by available FEMA program staff resources. The knowledge, skills and abilities consistent with an experienced Fire Chief is preferred as well as analytical and administrative staffing resources for other support to the US&R Program Office. These services will be funded by FEMA through both Program funds and the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Public Law 93-288) ("Stafford Act") as amended. The Government intends to issue a contract to the contractor offering the BEST VALUE to the Government for the services described in the Statement of Objectives (SOO). The Government will make an award to the most responsive, responsible firm whose quotation is most advantageous to the Government with low risk, price and other factors considered. The Government intends to make award without discussions. Technical factors including Technical Approach, Personnel and Staffing Plan, and Past Performance and in addition a non-technical factor Price will be evaluated to determine the proposal with the highest quality and lowest risk that provides the best value to the Government. THIS IS A REQUEST FOR INFORMATION ONLY. THE GOVERMENT IS REQUESTING THAT QUALIFIED VENDORS PROVIDE A CAPABILITY STATEMENT THAT OUTLINES YOUR ABILITY TO PROVIDE THE REQUESTED SERVICES. ANY TRAVEL/EXPENSES OR OTHER DIRECT COST PERTAINING TO THIS REQUEST FOR INFORMATION (RFI) WILL BE NOT REIMBURSED BY THE GOVERNMENT.
