- This is a synopsis for the commercial service prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13.5 - Simplified Acquisition Procedures, as supplemented with additional information included in this notice. The United States Army Yuma Proving Ground (USAYPG), Yuma AZ has a service requirement for the maintenance and repair of Petroleum, Oil, Lubricant (POL) facilities contract. This solicitation is being issued as a Request for Proposal (RFP) resulting in a Firm-Fixed Price service contract. The contract will consists of a base year with four (4) one-year options available. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (Fac) 2005-26 effective 12 June 2008 and Defense Federal Acquisition Regulation Supplement (DFARs), current to DCN 20080513 Edition. It is anticipated that payment will be made by Government Visa Payment Card. Offerer shall account for any costs associated with accepting Visa payment. This commercial acquisition is a 100% set aside for small business concerns. The Standard Industrial Classification (SIC) code is S204 and the North American Industry Classification System (NAICS) is 561210 with a size standard of $35.5M. Perspective offerers must be actively registered in the Central Contractor Registration. Offerers may register online at http://www.ccr.gov. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to maintain and repair POL facilities at USAYPG in a manner that will ensure continuous and safe operation. The POL Facilities are located throughout USAYPG in a desert environment. All work shall be performed in accordance with the contract requirements, the Performance Work Statement (PWS), schedules, attachments, and referenced publications. A site visit will be held 20 January 2010, and in order to attend offerors and interested parties must make notification by responding no later than 14 January 2010. Participants must provide their companys name and address, name of attendee, and the number of persons to attend from each company. Interested parties may obtain a copy of the Solicitation, Performance Work Statement (PWS), and other applicable documents under solicitation number W9124R-09-T-1073 at the following web site: www.yuma.army.mil/site_contracting.asp, on or about 12 January 2010. All RFP packages shall be clearly marked with the solicitation number, company name, address, telephone number, point of contact and submitted by e-mail, christine.hickey@us.army.mil or fax to 928-328-6432, no later than (NLT) 5:00 P.M Mountain Standard Time (MST), 16 February 2010.
