Description
SF 33 - Solicitation, Offer and Award with SOW The Virginia Contracting Activity, Bolling AFB, Bldg 6000, Washington, DC 20340-5100 intends to issue a restricted competitive 100% small business set-aside solicitation for a firm fixed price contract utilizing best value source selection procedures IAW FAR 15, Source Selection. This requirement is a 100% set-aside for the Small Business companies with the capabilities to comply with the SOW attached and have access and/or ownership to a training facility that is within a 150 mile radius of the Virginia Contracting Activity building. Award shall be made based on the evaluation criteria established in the solicitation and in this synopsis. The period of performance will be for a (1) one year base with (4) four one-year option periods. The Solicitation Number is HHM402-10-R-0024. BACKGROUND: The Contractor shall prepare, present and consult on antiterrorist evasive driving techniques for all classes of the Attaché Training program, Attaché Staff Operations course and the Spouse Training Program at the joint Military Attaché School. All training shall be in accordance with the Statement of Work and at the unclassified level. Scope of Work: Train prospective attaché, attaché staff, and spouse training program personnel on antiterrorism evasive driving techniques/vehicle dynamics, and attack recognition. Provide the necessary materials for class presentation. Instruct and assist during the course presentation, conduct behind the wheel drivers training in the form of practical exercises and evaluate student responses to the practical exercises. Necessary areas of expertise include but are not limited to: Antiterrorist Evasive Driving, Defensive Driving, Vehicle Dynamics, and attack recognition. Once solicitation is posted in FedBizOpps, the offerors will have until February 08, 2010, before 1:30PM Eastern Standard Time to submit their proposals. All dates are subject to change. A Firm Fixed Price (FFP) pricing arrangement will be used for all labor and each of the ODCs as listed in the solicitation. The solicitation issue date will be on or about 08 January 2010, with written (e-mail) questions/comments due on January 27, 2010 by 2:00PM EST; with an approximate response date of February 02, 2010. Hard copies of the solicitation will not be mailed. Contractors will need to download all documents from FBO. The North American Industrial Classification (NAICS) code for this acquisition is 611692; size standard is $7M. It is the contractor's responsibility to monitor the website for the issuance of any updates to the solicitation. All contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov. Further, offerors are required to go on-line to their Business Partner Network at https://orca.bpn.gov to complete their online Representations and Certification application (ORCA) prior to submittal of a proposal or risk having their proposals declared non-responsive.
