- THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The USPFO for Arizona is conducting market research to determine the availability of firms that can provide the following service(s): General: The Singapore Air Force and US Army Flight Training Detachment personnel have a requirement to receive refresher Water Survival and Dunker training for our Upcoming exercise in April of 2010. This requirement is outlined in AR 95-1, which states, Helicopter aircrews performing over water operations that require wearing life preservers or performing deck landing operations should have the following training: Shallow Water Egress Trainer (SWET), Modular Egress Training Simulator (METS) commonly referred to as dunkers and Emergency Breathing System (EBS). Personnel are required to be qualified and current and carry an approved EBS. Currency of training is defined as 4 years, with a completion requirement from one of the following Institutes: USAAWC, U.S. Navy, U.S. Air Force or U.S. Coast Guard accredited or certified facility. Requirements: In accordance with AR 95-1, Due to our upcoming mission, 15 Singaporean Aviators and 6 U.S. Army Aviators are required to receive refresher Dunker training in AH-64D (Apache aircraft specific training device and HEEDS/ Mk 2 bottle training). In order to meet the specified requirements, training must be conducted during the following time frame: 25 January 2010, and completed no later than 15 March 2010. There will be 3 iterations of 7 Pilots on each iteration (5 Singaporean, 2 U.S. Army). Training requirements should include SWET/METS training in a AH-64D Apache Specific Device, HEEDS/Mk 2 Bottle, water survival, extraction, and Survival Suit training. Classroom instruction on Open Water survival, emergency procedures, and extraction procedures from an AH-64D Aircraft. RESULT: End requirement is to have successfully completed all classroom Instruction and obtain a minimum of 5 dunks in an AH64D specific device. Also a certificate valid for 4 years for all individuals (stating they have successfully completed SWET/METS and EBS training IAW Army regulations). The Government will use responses to this SOURCES SOUGHT announcement to make appropriate acquisition decisions. A decision will be made whether to issue the solicitation as a competitive set-aside for small businesses, first priority, or whether to issue a solicitation as full and open competition (unrestricted), second priority. The Government invites contractors with the expertise and experience as described in the above Statement of Work to submit a Capability Statement consisting of appropriate capability documentation. Respondents must include a capability statement for, not simply a statement to indicate their interest. Capability statements must be received by January 21, 2010 at 12:00 p.m. EST in order to be considered. Responses received after this date will not be considered when making the appropriate acquisition decision. Capability statement must provide adequate information to allow the Government to make a determination as to whether your firm can satisfy this requirement. Your response must show experience that directly relates to the Statement of Work. The place of performance is set to be in California but no specific location is set.
