- Cover letter for Solicitation #620-10-002 USPSC Senior Contracting Officer The United States Government, represented by the U.S. Agency for International Development (USAID), Nigeria is seeking applications from qualified United States citizens (USPSC), to provide personal services as described in the attached solicitation. Submittals shall be in accordance with the attached information at the place and time specified. The Contractor shall be responsible for provision of Acquisition and Assistance support to USAID/Nigeria's Presidential Emergency Plan for AIDS Relief (PEPFAR) Program and minimally to other assistance objective teams. Through the application of specialized body of regulations and guidelines governing USAID direct acquisition and assistance instruments, the Contractor shall provide full range of pre-award and post-award procurement to all direct awards. Specifically, duties to be performed include but not limited to: PEPFAR compliance review; Acquisition planning, review of A&A requests and provide guidelines and the type of action necessary to satisfy the requirement; Process all necessary direct awards with large dollar amounts; ensure documentation is prepared accordingly. Ensure timely completion of the procurement process. Carry out training for Contracting/Agreement Officer's Technical Representatives (COTRs/AOTRs), A&A Specialists and Implementing Partners and carry out other special projects as may be assigned from time to time by the Director, Office of Acquisition & Assistance and/or the Mission Director. The Senior USPSC Contracting Officer shall be located within USAID/Nigeria. This senior PSC position will be considered the functional equivalent of a GS-15, Series 1102, Supervisory Contract Specialist. The incumbent shall be responsible for all pre-award and post-award functions involving highly complex negotiated procurements of significant importance to the Agency. Requirements of the contracts, grants, cooperative agreements, and interagency agreements are typically highly specialized and involve complex systems or sensitive international programs. Contracting Warrant: The Senior Contracting Officer is expected to qualify for a contracting warrant of a minimum $1 million. In which case, the SCAO will have the authority to sign A&A instruments or other documents that require a warrant, and have the authority to make legal determinations that have the effect of binding the Government.
