- The purpose of this sole-source synopsis is to announce the revision of the contract maximum order amount on one of the Acquisition, Logistics, Management and Business Operations Support (ALMBOS) contracts. USZA22-02-D-0014 was awarded to Sverdrup Technology Incorporated (now Jacobs Technology Incorporated), as one of two Multiple Award, Indefinite Delivery/Indefinite Quantity, Award Term contracts in December 2001. The contract currently expires on 30 April 2010. The contract provides intellectual capital support in the areas of system acquisition and development. This contract also provides for a wide array of critical support such as Senior Military Planners, Plans Analysts, Intelligence Managers, Senior Psychological Operations Process Analysts, and Technology Experts in support of USSOCOM Headquarters, Service Components (Army, Navy, Air Force, and Marine Corps), and Theater Special Operations Commands that provide direct support to Special Operations Forces. To continue the critical support available under this contract, it is necessary to increase the maximum order amount of USZA22-02-D-0014 by $50M (from $460M to $510M); as well as, an increase of $25M (from $45M to $70M),of ceiling availability to be invoked in the event the Government exercises the Extension of Services clause. This action is necessary due to an accelerated pace of contract requirements in response to the further expansion of USSOCOM's operational tempo as it prosecutes Overseas Contingency Operations. More importantly, in order to ensure a seamless transition period between the existing contact and the follow-on contracts, task orders issued during the final ordering period may be awarded for a full twelve-month period of performance. This will mitigate the risk to USSOCOM from approximately one hundred task orders under the existing contract expiring on 30 April 2010 and an undetermined number of task orders under the new contracts beginning on 1 May 2010. The competitive acquisition for the follow-on to this contract is currently underway (refer to H92222-09-R-0034 Global Battlstaff and Program Support (GBPS)). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within forty-five days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
