- Subject: Market Research for of the Receive Suite, AN/TSR-8 RESET Program Introduction: The Project Manager, Warfighter Information Network-Tactical (PM, WIN-T), is conducting Market Research to identify sources to provide repair, storage, packaging/shipping, warranty management, and related tasks necessary to return the AN/TSR-8 Receive Suite, hereinafter referred to as the Transportable Ground Receive Suite (TGRS), to a completely serviceable and ready for issue condition. Scope: The scope of the requirement is to provide quality assurance, reporting, inspection, maintenance and test requirements to RESET each TGRS designated by Army Materiel Command, to operational condition for re-issue to the field, in support of redeploying Army units. This effort will be accomplished by performing a full inspection, extensive cleaning, replacement of defective parts to include electronic, mechanical and moving parts, structural patches where required, painting, application of any applicable software upgrades to include firmware, Information Assurance Vulnerability Alert and security patches, applicable risk mitigation fixes, any applicable Engineering Change Proposals, and thorough testing for quality assurance. Description: The Transportable Ground Receive Suite (TGRS) is manufactured by Raytheon Company DBA Raytheon Division, Intelligence and Info, 1768 Business Center Drive, Reston, VA 20190-5324, who possesses all manufacturing technical data. The Government will ship the equipment to the contractors facility. The following equipment will be provided to the contractor to be Reset: Nomenclature: AN/TSR-8 Receive Suite PN: 405400 NSN: 5820-01-530-6498 Estimated Units Per Year YEAR QTY FY10 65 FY11 103 FY12 80 FY13 92 FY14 128 Note: The government does not own the data rights for this product. If they are needed by any vendors then the vendor must obtain them directly from Raytheon. The above equipment consists of two major components: the Receive Broadcast Manager (RBM) Type 1, and the Next Generation Receive Terminal (NGRT). Test procedures shall be in accordance with Raytheon Technical Services Co, LLC, Norfolk, VA., TP No. TP88XR-AFRS, March 20, 2006, and Atlantic Microwave Corp, Bolton, MA, Acceptance Test Procedure-Production, ATP-P-SAT1733, Rev A, 30 March 2005. Interested sources should respond with a white paper, not to exceed 10 pages, about its products and their ability to satisfy the above described requirements.
