- The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement to utilize unique facilities and experienced personnel for continued Urology Services. It is the Governments intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement. Inquires/information received after established deadline of January 14, 2010 3pm EST shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1. *1. Identification of the service/department and the transaction/requisition #: 1) Department of Veterans Affairs, VA Boston Healthcare System *2. Nature and/or description of the action being approved: The nature of the action is a sole source solicitation for urology research services to Dr. Samar Lowalekar. Dr. Lowalekar will perform urology research experiments, provide urologic expertise and participate in the writing and editing of scholarly manuscripts. All work by Dr. Lowalekar will be conducted at the West Roxbury Campus of the VA Boston Healthcare System. Interaction with the urology research team will be on a daily basis. *3. Description of the supplies/services required to meet the agencys needs (including the estimated value): The Urology Research group at the VA Boston Healthcare System requires the expert services of Dr. Lowalekar to contribute to the Medical Research Service project Detrusor Overactivity and Bladder Smooth Muscle Dysfunction. Dr. Lowalekar will provide bench laboratory work in urology research, data analysis and interpretation and manuscript preparation related to projects addressing lower urinary tract disorders. 4. Identification of the statutory authority permitting other than full and open competition: FAR Part 6.302-1, Only one responsible source. *5. Demonstration that the proposed contractors unique qualifications or the nature of the acquisition requires use of the authority cited: The investigators of the Department of Urology are internationally recognized for their expertise in the neurourology of bladder and cavernosal dysfunction. Dr. Samar Lowalekar has extensive experience in the cellular and functional analysis of disorders related to these organs and his contribution to our research program will significantly improve our understanding of the complex mechanisms underpinning the pathophysiology of bladder and erectile dysfunction. His expertise in tensiometry, cell isolation and culture, rtPCR, western blotting, imaging and electrophysiology, along with his in depth understanding of bladder and erectile neurophysiology make him ideally and uniquely suited to provide these services to us. He is already well trained in anatomy and physiology, which will be critical for the success of our surgical procedures. Furthermore, as a trained physician, Dr. Lowalekar will bring a unique perspective to our lab and help us to design experiments that address pertinent clinical problems. His medical background will also enable us to interpret our experimental data and discuss these results from a clinical point of view, with a goal towards ensuring a translational component in our research program. *6. Describe the efforts that have been made to ensure that offers are solicited from as many potential sources as is practicable, including whether a Commerce Business Daily notice was or will be publicized as required by Subpart 5.2 (copy attached) and, if not, which exception under 5.202 applies: This requirement is expected to exceed $25,000 and in accordance with FAR 5.201(b)(1) a notice will be posted through FBO. In accordance with FAR 6.302-5(a)2 authorized or required by statute, this procurement is uncer VA Healthcare Resources Sharing Authority Law Title 38 USC sections 8151-8153. 7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: The proposed price for an individual with this level of education, expertise, and related experience is fair and reasonable. *8. Description of the market survey that was conducted (i.e. names of firms and the date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted: A review of other urology researchers in the areas has indicated there are no other sources available that possess the relevant knowledge and research experience of Dr. Lowalekar that can provide the required services. *9. Any other facts supporting the use of other than full and open competition, such as an explanation as to why technical data packages, specifications, engineering descriptions, statement of work, or purchase descriptions suitable for competition have not been developed or are not available. The Department of Urology is one of the only places in the country with expertise in studies of bladder and penile dysfunction. There are very few well-trained investigators in neurourology research and it would be virtually impossible to find experts in lower urinary tract dysfunction research and medicine within a single academic and administrative entity. Dr. Lowalekars familiarity with our research areas along with his extensive experience in research techniques employed in our lab make him a unique candidate that could not be duplicated in any other existing department. *10. A listing of the sources, if any, that expressed an interest in the acquisition: None to date na *11. A statement of the actions, if any, that the department/service may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies/services is required in the future: The department does not have barriers to competition. The research focus of the department is highly specific and few researchers have the expertise for this position. This contracting activity will continue to encourage full and open competition whenever possible.
