- AMERICAN RECOVERY AND REINVESTMENT ACT PROJECT OF 2009 (ARRA) The U.S. Fish and Wildlife Service, Region 8 office in Portland, Oregon has a requirement to replace exterior heat pump units of the HVAC system at the refuge: Biology building (2 ton split-system unit, 640 square feet cooling area), Main Office (two 4-ton split-system units, 2,300 square feet cooling area) and Refuge Residence (5 ton packaged unit, 1,600 square foot cooling area). All units are single phase, 220 volt, ground mounted units. The office has two units with independent duct systems and interior air handlers. This system needs to be upgraded with two new exterior condensing units and two new interior air handlers as well. All units need to be Energy Star rated as well as a combined SEER rating average of 16 or better. Materials and workmanship shall be warranted from all defects & deficiencies for a minimum of one year from the Release of Claims and each unit should have at least a 10 year limited warranty on the compressor, the outdoor coil and on internal functional parts. Replacement parts and service must be available through a local vendor.All work to be performed shall be at Sonny Bono Salton Sea National Wildlife Refuge, 906 W. Sinclair Rd., Calipatria, CA (Imperial County). Basis for award will be Lowest Technically Acceptable Price Quote. Pricing shall be f.o.b. destination to the Sonny Bono Salton Sea National Wildlife Refuge, U.S. Fish and Wildlife Service, Calipatria, CA. Work shall begin February 2010. Solicitation no. 80181RQ064 to include all attachments will be made available by January 15, 2010 and will only be available electronically through a link to the National Business Center Interior Electronic Acquisition System-Electronic Commerce at www.fedbizopps.gov or www.nbc.gov. The solicitation response date will be at 3:00 PM (PST) on February 1, 2010. No further notice will be posted on FedBizOpps. Interested contractors must be registered in Representations and Certifications (ORCA) www.bpn.gov. Period of performance is 90 calendar days (approximate) from the award date on the purchase order. NOTE: This solicitation will be 100% set-aside (restricted competition) for Small Business concerns. Quotes will only be accepted by qualified contractors.
