- Description
- The Department of Veterans Affairs (VA), Office of Construction and Facilities Management have set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB), Solicitation Number RFP VA-101-10-RP-0040 for construction services at the Washington Crossing National Cemetery Phase 1B Development in Newtown, PA. The SDVOSB must be a General Construction company with an approved NAICS Code 237990, Size Standard $33.5 million and bonding capacity. The SDVOSB contractor shall provide all labor, materials, transportation, supervision, supplies and tools necessary for the construction of approximately 8,135 full casket gravesites (8,031 pre-placed crypts and 104 direct burials), 3,600 in-ground cremation sites, and 4,150 columbarium niches. The project will develop approximately 45 acres to include access roads; an entrance area; public information center; administration and maintenance complexes; flag & assembly area; memorial walkway and donations area; committal service shelters; roadway system and parking; site furnishings; grading; drainage; fencing and landscaping; irrigation and utility distribution systems; and environmental preservation and mitigation areas. The estimated cost range for this project is between $10,000,000 and $20,000,000. The applicable North American Industry Classification System (NAICS) is 237990 and the small business size standard is $33.5 Million. The approximate Construction Duration will be 540 calendar days. NOTICE TO PRIME (GENERAL) CONTRACTORS: The SDVOSB must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov prior to award and must also be registered as a SDVOSB firm at the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about January 22, 2010. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in CCR and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be held on February 2, 2010, at 9:00AM Eastern Time at the Washington Crossing National Cemetery, 830 Highland Road, Newtown, Pennsylvania 18940. A site visit will be conducted immediately following the pre-proposal conference. The offerors shall submit questions to the Contracting Officer but not later than February 8, 2010 at 4:30PM Eastern time. The government will respond to all questions not later than February 12, 2010 via an amendment. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and award made utilizing the Best Value method per FAR Part 15. Offerors are advised award may be made without discussion. Proposals are due to the Contracting Officer by 2:00 PM EST on February 23, 2010.
