- RECOVERYProject No. 28.129TAS::14 0681::TASContract No. R10PC20R39 The Mid Pacific Region of the Bureau of Reclamation intends to issue an Invitation for Bids (IFB) for a firm fixed price construction contract for Volta Wasteway Refuge Diversification Project. This Procurement is restricted to HUBZone business concerns. The work to be performed is described below. The applicable North American Industry Classification System (NAICS) Code is 237110 and the related small business size standard is $33.5M. This notice is not a request for proposals and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $1,000,000 and $5,000,000. This procurement will require 100% performance and payment bonds. The Volta Wildlife Management Area is located approximately six miles northwest of Los Banos in western Merced. Solicitation R10PS20R39 will be posted to http://ideasec.nbc.gov on or about January 27, 2010. The date for receipt of proposals will be approximately February 26, 2010. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed. Prospective contractors MUST be actively registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov to be eligible for award. Questions concerning this solicitation should be directed to DeAnna Mannel by email at dmannel@usbr.gov. Please be advised that the Awardee will be subject to Section 1512 (c) of the Recovery Act, which requires that each contractor report on its Recovery Act funds under the awarded contract. These reports will be made available to the public. The principal components of the work to be performed include: A. Production Well1. The CONTRACTOR shall:a. Drill a pilot hole at Well Sites #1 and #2;b. Install a cluster of three monitoring wells near Well Site #1;c. Install a cluster of two monitoring wells at Well Site #2;d. Prepare final well design with Engineer review and approval;e. Install two water supply wells screened in the deep aquifer;f. Developing each well;g. Conducting a 6-hour step drawdown test and a 5-day constant rate test at each production well;h. Prepare final well pump design with Engineer review and approval;i. Purchase and install well pump and discharge piping at each production well;j. Install pump controls at each wellhead; andk. Connect well to adjacent power lines;B. Surface Facilities1. The CONTRACTOR shall:a. Construct conveyance piping to the outfalls;b. Construct energy dissipation structuresc. Construct concrete pad around wellsd. Construct parking areas around the wellse. Construct access road to monitoring wells
