- 1 PROJECT SYNOPSIS 1.1 BACKGROUND The National Oceanic and Atmospheric Administration (NOAA) is in the process of deploying tier 1 of a 3 tiered enterprise-wide Unified Messaging System. The first phase of the Unified Messaging System project is currently underway and includes the following Tier 1 capabilities: • An enterprise-wide Active Directory infrastructure • A government owned/contractor operated, email system using Microsoft Exchange with Forefront SPAM filtering and virus/malware protection • An integrated, online, shared calendaring system • Integration of email and calendaring with NOAA's BlackBerry PDA standard This document provides a synopsis of the high level requirements and objectives associated with Tier 2 collaboration services that NOAA intends to procure in the near future. The following capabilities are expected to be available and securely accessible in a global environment to NOAA as part of the Tier 2 services for approximately 19700 users in the enterprise: • Enterprise communication for instant messaging on desktops and laptops for internal users • Enterprise platform capable of supporting: o Uniformity among NOAA collaboration templates o Personal profiles o Blogs, wikis, and a community-moderated feedback forum o Publishing for an intranet environment • A shared document repository capable of: o Collaborative document creation o Resource sharing beyond the NOAA user domain o Library-style document management o Customizable workflows o Being integrated with NOAA MS Exchange and underlying Active Directory infrastructure • System "webinar" capabilities including video with post-session playback • Expertise-based online staff directory • Ability to rapidly deploy and upgrade capabilities/features within each of the items above 1.2 OBJECTIVES NOAA's primary objective for this initiative is in providing a scalable, stable, and cost-effective environment to support the agency mission. Included in, but not limited to, these objectives are the following: • The creation of a single authoritative collaborative environment to support NOAA mission that is integrated with the Tier 1 of Unified Messaging system as identified above • Gain economies of scale by unifying various collaboration projects presently underway utilizing various products including Microsoft SharePoint, Xerox DocuShare, Cisco WebOffice, Google Apps etc. • Easier/quicker and consistent enabling of collaboration for existing and new NOAA communities of interest • Ability to seamlessly collaborate within each Line Office (LO), across the Agency, and with NOAA's external partners • Reduce travel cost, paper usage and reliance on email • Increase/Improve information sharing for NOAA personnel while on travel 1.3 INFORMATION REQUESTED BY NOAA NOAA's is seeking information from interested parties regarding deployment of the above capabilities. Respondents to this RFI may identify their interest by submitting a capability statement of 20 pages or less including the following sections: 1. A short profile of the respondent's organization 2. A technical solution section that addresses the organization's ability to meet the capabilities and objectives listed above. Your response should also address the following questions: 1. Explain your organization's demonstrated experience with implementing web collaboration capabilities for government entities. Is this a core capability of your business? 2. What are the various tools and technology platforms used by your organization to deploy this offering either internally or for your customers? 3. Does your organization offer these capabilities as a product or a service? 4. What are the pricing models offered for these products/services? List applicable contracts with the Federal Government that you can provide this service, i.e. GSA Federal Supply Schedule, GWACS, NOAALINK (proposed). 5. What are the security considerations that you have made to ensure compliance with federal government requirements? 6. What are the main challenges your organization faced in implementing collaboration capabilities internally or for your customers? 7. What is the typical project timeframe for implementing these capabilities? -End-
