- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation W912JB-10-T-4007 is being issued as a Request for Quotation. (III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-36. (IV) This acquisition is reserved for a small business concerns however, in the event that no Small Business concerns can meet the requirement the set-aside will be withdrawn and an award will be made to a large business. The associated NAICS code for this acquisition is 721110, standard industrial classification 7011, small business size $7 Million. (V) This is a firm fixed price requirements type contract for CLIN0001: Yellow Ribbon event, non-personal services to provide all personnel, supervision and all other items and services necessary for conference rooms, buffet meals, and lodging for not to exceed 30 families. Check in Friday, 22 January 2010; checkout Sunday, 24 January 2010. CLIN 0002: Marriage Retreat event, non-personal services to provide all personnel, supervision and all other items and services necessary for conference rooms, buffet meals, and lodging for not to exceed 30 families. Check in Friday, 22 January 2010; checkout Sunday, 24 January 2010. (VI) Conference rooms, buffet meals, and lodging for not to exceed 60 families for two separate, concurrent events: CONFERENCE ROOMS: One large room for all guests to eat in (adults and children) on Friday evening, dinner only. One Meeting room to accommodate up to 30 guests (Yellow Ribbon) and One Meeting room to accommodate up to 60 guests (Marriage Retreat); Both conference/meeting rooms to be available all day Saturday and half day Sunday and within close proximity of each other; microphones setup in each room. 3 smaller meeting rooms to accommodate up to 20 children in each room for all day Saturday and half day Sunday, no AV equipment necessary. Childrens rooms should be in close proximity to the adults meeting rooms. BUFFET MEALS: Buffet Meals for ALL adults and children to include Fridays dinner, Saturdays breakfast and lunch, and Sundays breakfast. Saturdays dinner is for all adults and children for the Yellow Ribbon Event (up to 30 adults + children) but for children only for the Marriage Retreat. Meals will take place in the same conference rooms where the guests are attending their events. LODGING: Yellow Ribbon, not less than 0 guest rooms and not more than 30 guest rooms for one adult and children (not for 2 adults per room); Marriage Retreat, not less than 0 guest rooms and not more than 30 guest rooms for two adults and children. Hotel must have indoor swimming pool. Please include a list of amenities that the hotel has to offer for the children (ie. Story time, crafts, etc) and any areas of interest at the hotel or in a nearby local location for the children/families attending the conferences. Please provide a Cancellation Policy: Programs anticipate up to 30 families for each event with the possibility of one or both events being cancelled. Government needs to know a cancellation date that applies without penalty. (VII) FOB point is Origin. (VIII) The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial. (IX) The following provisions in their latest editions apply to this solicitation: FAR 52.212-2, Evaluation Commercial Items. The following factors will be used to evaluate offers: 1. Proximity to adequate family entertainment, 2. Cancellation policy and 3. Price. The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in the best interest of the government. (X) Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items with their offer.
