- The Department of Veterans Affairs, Great Lakes Acquisition Center, is seeking Service-Disabled Veteran-Owned Small Businesses (SDVOSB) for the design & construction (Design/Build) for the renovation of approximately 6000 square feet of research wet lab space on the fourth floor, C wing, Bldg 1 at the Wm. S. Middleton VA Hospital located in Madison, WI. The planned renovation work includes: asbestos abatement of flooring, bench tops, and pipe insulation; complete demolition of virtually all interior walls, ceilings, and utilities; removal of all existing lab bench work and cabinetries; provision and installation of a new air handling unit in a penthouse located above the space; replacement of approximately 5100 SF existing roofing and tapered insulation system; installation of new walls, ceilings, flooring, utilities and modular lab casework; removal of outdated cold room and replacement of obsolete lab hoods; replacement of lighting systems with new energy-saving technology; and functional upgrades for a more efficient work environment. All work is to be accomplished in compliance with applicable local, state, and federal codes and requirements applicable to health care facility construction. The applicable North American Industry Classification System (NAICS Code) for this project is 236220 and the Small Business size standard is $33.5 Million. The magnitude of this project is between $2,000,000 and $5,000,000. Solicitation documents will be posted at www.fbo.gov on or about February 1, 2010. SDVOSB concerns must download ALL solicitation (plans and specifications) documents at www.fbo.gov. SDVOSB concerns including Joint Ventures must be registered in the CCR database at www.ccr.gov prior to award and must also be registered as a SDVOSB concern at the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov By registering for the Register to Receive Notification list at http://www.fbo.gov, the SDVOSB will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. SDVOSB concerns are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Check www.fbo.gov for all solicitation amendments BEFORE you deliver/send your proposal to the designated person, place, date, and time. Only SDVOSB concerns may submit an offer which shall be considered by the Department of Veterans Affairs. SDVOSB Joint Ventures and Teaming Agreements shall follow procedures identified in IL 049-06-4 dated March 9, 2006. There will be a pre-bid/site visit conference held for this project and all prospective offerors are encouraged to attend. Details of the pre-bid/site visit will be included in the solicitation package. There will be no public bid opening. All offerors must ensure that their firms have the ability to provide bid bond as well as both 100% Performance and Payment Bonds. The proposals will be evaluated and award made utilizing the Best Value method per FAR Part 15. The contract will be awarded subject to availability of funds. Offerors are advised award may be made without discussion.
