Description
This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The US Army Contracting Command, Contracting Center of Excellence (CCE) at Hoffman II, on behalf of the Office of the Chief Army Reserve, intends to procure Information Technology Support Services using small business set-aside procedures in accordance with FAR Part 19 or under full and open competitive procedures. If at least two small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages submitted by 10:00a.m. (EST) on Tuesday, 19 January 2010 the requirement will be solicited as a 100% set-aside for small business concerns in accordance with FAR Part 19. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages. Interested small business concerns in NAICS code 541519 with a size standard of $25 million are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the companys existing experience in relation to the areas specified in the PWS and the technical questions. Capability packages must not exceed a total of ten (10) pages and must be submitted electronically by the closing date. Font size for capability packages are to be Times New Roman, 11 pitch. Small business concerns are to outline their experiences by responding to the following technical questions: 1. Can your company provide a solution for up to the hour data replication over a WAN connection as well solution to backup user data every 4 hours without causing any interruptions to the users? Explain how this task will be performed? 2. Can your company build a disaster recovery solution to automated fail-over of network services and up to the hour data to a remote location? Explain how this will be performed? 3. Provide details on how your company can provide support for InfoConnect, SecureCRT, QWS 3270, Informix, Microsoft SQL, Microsoft IIS, Citrix ZenApp, PASW Modeler and PASW Statics. 4. Provide details on how your company can automate application deployment, configuration updates, and desktop restrictions using multiple commercial off the shelf (COTS) and custom scripting tools in an environment that is constrained by other network management authorities (Headquarters, Department of the Army (HQDA) and United States Army Reserve (USAR). 5. Explain how your company can provide both classified/unclassified ad hoc video and voice conferencing support to multiple, simultaneous sites within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) endpoints over both Internet Protocol (IP) and Integrated Services Digital Network (ISDN) mediums. Capabilities must include the integration/operation of secure audio and video with Communication Security (COMSEC) equipment and material as well as the assumption of COMSEC accountability. To assist us in maintaining a list of interested small business concerns for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to Ms. Gail Cunningham, Contract Specialist, for this procurement. A firm fixed price contract is anticipated. The anticipated period of performance will be a 12 month base with four 12 month options. The place of performance will be at the Office of the Chief Army Reserve, Washington, DC. All contractor personnel will be required to have a current secret clearance throughout the base and four options of the contract. A written Request for Proposal (RFP) will be posted on or about Thursday, 28 January 2010. The RFP must be retrieved and downloaded from FEDBIZOPS. No hard copies of the RFP will be issued. All amendments will be posted and must be retrieved from this website. Responses to the RFP must be submitted by email to the POC identified below. No solicitation mailing list will be compiled. Contractors are responsible for all costs for submitting their capability packages.
