- THERE IS NO RFP PACKAGE TO DOWNLOAD. ALL INFORMATION NEEDED TO SUBMIT SF-330 DOCUMENT IS CONTAINED HEREIN. This proposed contract is a total small business set aside procurement. Services include, but are not limited to Architect-Engineer environmental technical and engineering services at various locations under the cognizance of the Naval Facilities Engineering Field Division, Pacific. The services may include the preparation of various NEPA documents for various actions (ie. Home basing of aircraft or ships, Base Closure and Realignment actions, new construction, renovation and demolition), environmental investigations, permit applications, reports, management plans, technical evaluation, permit applications, preliminary engineering designs, cost estimates and supporting documents for corrective projects. In addition, to the typical environmental/civil/utilities engineering services, the Architect-Engineer (A-E) must have or be able to obtain microbiology, toxicology and chemistry laboratory services and have environmental impacts analysis (assessment and mitigation) capabilities. Projects may involve regulatory compliance, planning, design, operation and maintenance and various related services in any one or a combination of the following: Preparation or development of documents under the National Environment Policy Act (NEPA) including scoping documents, record of Categorical Exclusion (RCE), Environmental Assessments (EA), Finding of No Significant Impact (FONSI), Notice of Intent (NOI), Draft or final Environmental Impact Statement (EIS), Record of Decision (ROD); Dredge material evaluation and management, and aquatic toxicity (bioassays, statistical analyses, automated dredging disposal alternatives modeling systems (ADDAMS); Army COE Regulatory Program; Water and was! tewater utility investigations and assessment; Water source, treatment and distribution systems; Sewage and industrial waste collection, treatment and disposal systems; Sludge handling and disposal systems; Storm water collection and discharge management; Oily waste collection and treatment facilities; Spill prevention/response management; Water and wastewater utility system security vulnerability assessment; Hydro geological modeling; Surveying and cadastral. All work shall be performed in accordance with all applicable Federal, State, and local policy, guidance, regulations, and references including, but not limited to: (a) Unified Facilities Criteria 1-300-09N, Design Procedures as amended; (b) DOD 4270-1M, Construction Criteria of 1 October 1972; (c) DM-5 Series, Civil Engineering; (d) OPNAVINST 5090.1, Environmental and Natural Resources Protection Manual current version; (e) DODI 4715.5-G, Overseas Environmental Baseline guidance Document, current version, and applicable Final Governing Standards; (f) Sikes Act Improvement Act of 1997; (g) NAVFACINST 11010.45, Comprehensive Regional Planning Instruction, Sep 2000, as amended; (h) NAVFACINST 11010.20F, Facilities Projects manual, Jun 1996, as amended; (i) NAVFAC P-80, Facility Planning Criteria for Navy and Marine Corps Shore Installations, Oct 1982, as amended; (j) NAVFAC P-442, Economic Analysis Handbook; (k) Navy Supplemental Environmental Planning Policy, 23 September 20! 04. The Clean Water Act (CWA), the Marine Protection Research and Sanctuaries Act (MPRSA) the Safe Drinking Water Act (SDWA), the Clean Air Act (CAA), the Coastal Zone Management Act (CZMA), the Endangered Species Act (ESA), the National Oil and Hazardous Substances Pollution Contingency Plan (NCP), the Resource Conservation and Recovery Act (RCRA), the Oil Pollution Act of 1990 (OPA 90), the Toxic Substances Control Act (TSCA), the Hazardous Materials Transportation Uniform Safety Act (HMTUSA). The Contractor shall also comply with Navy Facilities Engineering Command design manuals and other authorized instructions. Many military areas of work anticipated under this contract will not allow the entry of aliens. The field crew of the A-E shall be composed of U.S. citizens who can qualify for access to these areas. The A-E shall also be able to provide personnel who have the capability to obtain Secret Clearance and facilities and equipment to manage classified documents. The contract will be a Fixed Price Indefinite Quantity/Indefinite Delivery type where the work will be required on an as-needed basis during the life of the contract providing the Government and Contractor agree on the amount. The Government will determine the contract task order amount using the negotiated contract rates and negotiate the effort to perform the particular project. The contract will be for a base period and, the Government reserves the option to extend the contract for, an additional four years, or to the extent that the maximum contract total of $10 million is not exceeded. The NAICS for this procurement is 5413 (541330, Engineering Services and Architectural Service 541310 (non landscaping), average annual income for the past three years is $4.5 million. The Government guarantees a minimum amount of $50,000 for the base year contract. There will be no future synopsis in the event the options, included in the contract are exercised. Estimated date of contract award is June 2010. Proposals may be subject to an advisory audit performed by the Defense Contract Audit Agency. The following selection evaluation criteria, listed in relative order of importance, will be used in the evaluation of A-E firms: (1) Professional qualifications (e.g. education, experience, professional registrations) of the offeror's staff proposed in the following fields, listed in order of importance: (a) National Environment Policy Act (NEPA) environmental impacts analyses (studies, assessment and mitigation); (b) Dredged material analysis, evaluation and management; and (c) environmental engineering work including potable water, industrial and domestic wastewater, storm water, and oily waste. The professional qualifications of the prime contractor staff will be weighted more heavily than that of the team subcontractors; (2) Specialized recent experience and technical competence of prime firm or its particular staff members in Federal, State, local, and overseas regulatory requirements of the NAVFAC Pacific AOR in: (a) NEPA environmental impacts analysis to include specialized studies (air, noise, traffic, utilities, view, socio economic), assessment and required mitigation; (b) dredged material analysis, evaluation and management,! including aquatic toxicity [bioassay, statistical analysis, data interpretation, modeling (ADDAMS)]; (c) drinking water, including source, treatment and distribution system investigations; (d) sewage, industrial wastewater, and storm water investigation and management; (e) water and wastewater utility system vulnerability assessments; (f) oily waste treatment and spill response prevention/response planning; (g) natural resources st! udies; and (h) cultural resources studies; (3) Method of operation and work production which demonstrates: (a) majority of NEPA and dredged material evaluation and management work is performed by the prime consultant; (b) prime consultant is in control of resourcing; (c) prime contractor has past experience working with sub consultants. Items which must be addressed include: (i) organizational structure, (ii) Quality Control Plan, (iii) ability to resource and manage potential workload of six projects totaling $2M at multiple locations within the NAVFAC Pacific AOR occurring concurrently, and (iv) demonstrated capability of the prime consultant to manage the total scope of projects; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location of prime firm and subcontractors in the general geographical area of the project; and familiarity and knowledge of this geographic region.. A-E firms and sub consultants shall provide their DUNS, CAGE, CCR and CAGE numbers and business size on their Standard Form (SF) 330. A-E submittals shall accurately complete all information requested on the SF 330, clearly and specifically include qualifications in narrative discussion in sufficient detail, addressing each of the foregoing selection evaluation criteria and prepared in an organized format, in order to be properly evaluated. The A-E firm and consultants selected for the resultant contract, will be required to perform throughout the contract term. This solicitation requires all interested firms have on-line access to E-mail via the Internet for routine exchange of correspondence. Notifications will be via email, therefore, email addresses must be indicated on the SF330.
