Description
The Bureau of Reclamation (BOR) has a requirement for the Landscape Maintenance Services for Grand Coulee Power Office, Grand Coulee, Washington, which includes maintaining lawns, native growth, shrubs, and trees in developed and partially developed areas; operation, maintenance, and repair of irrigation systems; performance of pruning and shaping; herbicide and insecticide spraying; and other small items of work as requested by the Contracting Officer's Representative (COR). The applicable North American Industry Classification System (NAICS) Code is 561730 and the size standard is $7 million. It is the intent of the Government, through this contract, to have a contractor fully maintain the project landscaped areas and perform herbicide and pesticide spraying as defined in the Performance Work Statement without assistance from the Government. This acquisition is 100% SET-ASIDE FOR SMALL BUSINESSES. The Service Contract Act applies to this procurement. We anticipate issuing a Request for Proposals (RFP) in mid-February at www.fedbizopps.gov., but all dates in this notice are subject to change. A one-time site visit will be available after issuance of the solicitation. Any amendments applicable to the solicitation will be posted at the same site. To take advantage of business opportunities with the Bureau of Reclamation (BOR) and the Department of the Interior (DOI) you must register your firm with the Central Contractor Registration (CCR) at www.ccr.gov. Contractors are required to have a Dun & Bradstreet number (DUNS) in order to be registered in the CCR database. Lack of registration prior to award may make an offeror ineligible for award. A contractor can receive a DUNS number by calling Dun & Bradstreet at 800-333-0505. Internet registration takes approximately 72 hours; mail-in registration takes approximately 30 days. Contractors must complete an annual Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Reclamation intends to award one firm firm-fixed-price contract. The initial period of performance (base year) shall be Award of Contract through November 30, 2010, with four 1-year option years to renew. These services will be purchased in accordance with FAR Part 12 and FAR Part 15. Any award will be based on the best value to the Government. We will evaluate past performance, experience, and price and price related factors to determine the best value. These factors are subject to change and the offerors will need to review sections L and M of the solicitation when the solicitation is issued.
