Description
THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. DO NOT REGISTER AS A PLANSHOLDER. Under the authority of FAR 6.302-1, the US Army Corps of Engineers intends to negotiate on a sole source basis to HDR Engineering, Inc. (HDR), for a new Architect-Engineer contract. The contract will be an Indefinite-Delivery, Indefinite-Quantity contract for a period of one year from date of award, with options to extend for four additional years; not to exceed a total of five years. Work will be assigned by negotiated task orders. While the estimated dollar amount per year is $1,600,000.00, the actual obligation per year may be greater than or less than $1,600,000.00. Maximum order limit is $8,000,000.00 for the life of the contract, including options. HDR is the Designer of Record of the design of the C-44 Reservoir and STA project through the South Florida Water Management District ACCELER8 Program. To date, HDR has performed extensive hydrologic analysis and modeling for this project. They performed the Basis of Design Report and the plans and specifications (P&S) design of the intake canal, reservoir, pump station, storm water treatment areas, access roads, communications tower, cut off wall, new bridge on citrus blvd and new culvert under citrus blvd. Plans and Specifications were completed to the final phase for construction advertisement as a single construction contract. The Government is repackaging this single construction contract into three separate contracts; Intake canal works (1), Reservoir and Pump Station (2) and Storm Water Treatment Areas (3). HDR is currently converting the P&S for contract 1 under an IDIQ contract with St Paul District. Due to the performance requirements of the original contract, HDR has accumulated knowledge and expertise on this project that is not available from any other firm. It would be very costly to the Government, both financially and technically, to develop a new consultant's knowledge base of the C-44 Reservoir and STA Project. The proposed contract shall consist of providing engineering services to complete the C-44 Reservoir and STA Project in compliance with USACE standards. The engineering services shall include hydraulic and hydrologic analysis, design, preparation of P&S, incorporating changes from BCOE reviews, Engineering During Construction (EDC) and miscellaneous engineering services for the C-44 Reservoir and STA. Additional work that remains is the P&S conversion and design work for contract 2 and 3, BCOE changes for contract 2 and 3 and EDC for all 3 contracts.
