Description
This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued.NASA, Kennedy Space Center (KSC), has a requirement for a course covering the basicfundamentals of Space Vehicle telemetry systems. The course must include overviews ofcurrent methods and technologies for typical existing and potential future telemetrysystems. The course must also have overviews of system protocols and standards, as wellas cover telemetry formats, carrier signal modulation and error checking methods andprograms. The course should discuss existing and potential future space vehicle telemetrysystems and techniques, and the merits of various systems. The course must be three (3) days in length. Vendor will be required to conduct two (2)separate sessions within six (6)months of effective date. The dates shall be approved byNASA to make sure there is no conflict with the schedule for preparation and launch ofthe Shuttle. Each course will consist of twenty (20) students. The vendor shall beresponsible for providing all training materials.The provisions and clauses in the NNK10323573Q are those in effect through FAC 2005-38.This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 611430 NAICSCode and 7.0 million respectively. The offeror shall state in their offer their sizestatus for this procurement.All responsible sources may submit an offer which shall be considered by the agency.All contractual and technical questions must be in writing via email to Suzanne Blubaugh-suzanne.blubaugh@nasa.gov - not later than Friday, January 15, 2009. Telephone questionswill not be accepted.Selection and award will be made to that offeror whose offer is the lowest pricetechnically acceptable source. It is critical that offerors provide adequate detail toallow evaluation of their offer. (SEE FAR 52.212-1(b)). Offers for the items(s) described above and the attached forms are due by January 25,2010 at 12:00 pm EST to Suzanne Blubaugh, NASA Procurement, Mail Code OP-ES, KennedySpace Center, Florida 32899 and must include solicitation number, proposed deliveryschedule, discount/payment terms, taxpayer identification number (TIN), identification ofany special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled "Buy American Act -- Supplies," the offeror shall so state and shall listthe country of origin.FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable.
