Description
The U.S. Environmental Protection Agency's (EPA's) Office of Transportation and Air Quality (OTAQ) has a requirement for a contractor to provide special hazards fire protection services at its National Vehicle and Fuel Emissions Laboratory (NVFEL), 2565 Plymouth Road, Ann Arbor, Michigan. These services are to be delivered on an as-needed basis and will include modification to existing, and/or design and installation of new, gaseous, total flooding, chemical, and liquid (mist) based fire protection systems. Services may include such tasks as system design, engineering, installation, commissioning, recharge, documentation, signage, and training. EPA anticipates awarding a single 5-year, indefinite delivery, indefinite quantity (IDIQ) fixed-price task order contract. Specific requirements will be identified in written task orders issued by the Contracting Officer. In addition to price, the Government?s evaluation of proposals will include assessment of each offeror?s past performance record on similar projects, corporate qualifications, and personnel qualifications. All non-price evaluation factors, when combined, are significantly more important than price. The price evaluation shall be based on prices submitted for the first projected task order. The specifications and drawings for the first projected task order shall be a part of the solicitation package. It is estimated that any resulting contract will specify a minimum order amount of $35,000 and a maximum order amount of $1,000,000. The North American Industry Classification System (NAICS) code for this acquisition is 238990, Other Specialty Trade Contractors. EPA intends to satisfy this procurement through Full and Open Competition. The solicitation will be released through the Federal Business Opportunities website on or about January 27, 2010. This is an unrestricted acquisition. All responsible sources may submit a proposal which will be considered by the Agency.
