- COMBINED SYNOPSIS/SOLICITATION Renewal Of Matlab Software Licenses For 12 Months (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMJ2000-10-04239SRG. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 811219. The small business size standard is $6.5 million. (V) This combined solicitation/synopsis is for purchase of the following commercial services and items: Renewal Of Matlab Software Licenses For 12 Months, Commercial Term:Perpetual with a Period of Performance 1/1/10 - 1/1/11, except CLIN 0028 which will be 4/1/10 - 4/1/11. Justification for Brand Only: "MATLAB is a mathematical analysis and processing package used by many of the PSD researchers in their day-to-day research. It is considered the de-facto standard for matrix manipulation and certain types of mathematical analysis. PSD currently has 20 floating (i.e. network accessible) licenses for the MATLAB program, along with a number of licenses for auxiliary (toolbox) software. While and open source equivalent does exist, PSD scientists have found significant differences between programs written for MATLAB and those that work in the open-source equivalents." NOAA has "downloaded and installed various open-source and freely available alternatives to the MATLAB package", but ran "into compatibility issues with existing legacy code with all these packages." In addition to written price quotes, offers are instructed to provide references showing ability to provide products, offers are instructed to provide specifications of the product requirements as listed in paragraphs (V) and (VI). (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: Offers will be evaluated based on meeting the specifications set forth in paragraphs (V) and (VI) product capability specifications, price,delivery date and this will be "priced on an all or none basis for the services and product delivery. Award will be made based to the Contractor whose quote offers the best value to the Government, price and other factors considered. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Aug 2009), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision.
